Strategy for revitalization of old industrial bases in northeast China
A major task set at the 16th CPC National Congress was to support the old industrial bases in northeast China and other parts to expedite their adjustment and transformation. It was a strategic decision in China’s overall plan to build a moderately prosperous society.
In October 2003, the CPC Central Committee and the State Council released policies on revitalizing these old industrial bases, formally launching the strategy.
Since the 18th National Congress, the CPC Central Committee, with Xi Jinping at the core, has made decisions for a new round of endeavors to revitalize the Northeast in the new era. This was underlined by a program issued by the CPC Central Committee and the State Council on April 26, 2016.
The goals of the revitalization campaign include: By 2020, the Northeast will make significant progress in important fields and key links, and realize the target of building a moderately prosperous society together with other parts of the country. It will take 10 more years to realize a comprehensive revival, and become a region providing strong economic support to the whole country – a base for advanced and internationally-competitive equipment manufacturing, strategic major technological equipment, new raw materials, modern agricultural production, and important technological innovation and research and development.
Reforming further and opening wider are key to the revitalization endeavors. To accelerate the pace is a strategic measure to advance economic structural reform and make Chinese industry more competitive in international market, and a major task for coordinated regional development and a region providing strong economic support. As part of China’s opening-up strategy, the area is vital to the country’s national grain security and to ecological security in the north. It is also important to the security and stability of China’s neighborhood and northeast Asia.
振興東北老工業(yè)基地戰(zhàn)略
支持東北地區(qū)等老工業(yè)基地加快調(diào)整改造，是黨的十六大提出的一項(xiàng)重要任務(wù)，是黨中央從全面建設(shè)小康社會全局著眼做出的重大戰(zhàn)略決策。2003年10月，中共中央、國務(wù)院下發(fā)《關(guān)于實(shí)施東北地區(qū)等老工業(yè)基地振興戰(zhàn)略的若干意見》，標(biāo)志著振興東北戰(zhàn)略正式啟動。黨的十八大以來，以習(xí)近平同志為核心的黨中央做出了實(shí)施新一輪東北振興戰(zhàn)略的歷史性決策。2016年4月26日，《中共中央、國務(wù)院關(guān)于全面振興東北地區(qū)等老工業(yè)基地的若干意見》發(fā)布，這是新時(shí)代推進(jìn)新一輪東北振興的綱領(lǐng)性文件。
東北振興的發(fā)展目標(biāo)是，到2020年，東北地區(qū)在重要領(lǐng)域和關(guān)鍵環(huán)節(jié)改革上取得重大成果，與全國同步實(shí)現(xiàn)全面建成小康社會目標(biāo);在此基礎(chǔ)上，爭取再用10年左右時(shí)間，東北地區(qū)實(shí)現(xiàn)全面振興，成為全國重要的經(jīng)濟(jì)支撐帶、具有國際競爭力的先進(jìn)裝備制造業(yè)基地和重大技術(shù)裝備戰(zhàn)略基地、國家新型原材料基地、現(xiàn)代農(nóng)業(yè)生產(chǎn)基地和重要技術(shù)創(chuàng)新與研發(fā)基地。全面深化改革、擴(kuò)大開放是振興東北老工業(yè)基地的治本之策。加快東北老工業(yè)基地全面振興，是推進(jìn)經(jīng)濟(jì)結(jié)構(gòu)戰(zhàn)略性調(diào)整、提高我國產(chǎn)業(yè)國際競爭力的戰(zhàn)略舉措，是促進(jìn)區(qū)域協(xié)調(diào)發(fā)展、打造新經(jīng)濟(jì)支撐帶的重大任務(wù)，是完善我國對外開放戰(zhàn)略布局的重要部署，是維護(hù)國家糧食安全、打造北方生態(tài)安全屏障的有力保障，事關(guān)我國周邊和東北亞地區(qū)的安全穩(wěn)定，意義重大，影響深遠(yuǎn)。
