Joining Hands to Build a Silk Road Economic Belt and a 21st-Century Maritime Silk Road – Vision and Actions
At the Boao Forum for Asia on March 28, 2015, a white paper entitled Joining Hands to Build a Silk Road Economic Belt and a 21st-Century Maritime Silk Road – Vision and Actions was issued by China’s National Development and Reform Commission, Ministry of Foreign Affairs, and Ministry of Commerce, with the authorization of the State Council. The document explains the background of the initiative, and outlines its guiding principles and broad objectives, and the priority areas and mechanisms for cooperation. It emphasizes the need for joint efforts through consultation to bring benefits to all, and calls for policy coordination, infrastructure connectivity, unimpeded trade, financial integration, and strengthened people-to-people ties. Also highlighted is the inclusive approach to building the Belt and Road, with a focus on finding win-win solutions – achieving success requires collaboration of the countries along the proposed routes rather than a solo performance by China. The white paper goes on to illustrate the specific roles that can be played by China’s autonomous regions and provinces like Xinjiang and Fujian in implementing the initiative. The compilation of this white paper was a participatory process. Comments and suggestions were sought from the countries along the proposed routes and interested international organizations, as well as from various quarters in China. The document focuses only on the general direction, broad guidelines and objectives of the Belt and Road Initiative. Further details will be discussed by China and its partners.

2015年3月28日，《推動(dòng)共建絲綢之路經(jīng)濟(jì)帶和21世紀(jì)海上絲綢之路的愿景與行動(dòng)》白皮書在博鰲亞洲論壇上正式發(fā)布。這份官方文件得到國(guó)務(wù)院授權(quán)，由國(guó)家發(fā)展改革委員會(huì)、外交部和商務(wù)部共同編寫。該文件簡(jiǎn)明扼要地闡述了“一帶一路”倡議的背景、原則、框架思想、合作重點(diǎn)與機(jī)制等。文件強(qiáng)調(diào)，“一帶一路”建設(shè)堅(jiān)持共商、共建、共享原則，以實(shí)現(xiàn)政策溝通、設(shè)施聯(lián)通、貿(mào)易暢通、資金融通、民心相通為主要內(nèi)容。“一帶一路”建設(shè)始終秉持開(kāi)放包容、互利共贏的理念，不是中國(guó)一家獨(dú)奏，而是沿線國(guó)家的大合唱。此外，白皮書還就中國(guó)新疆、福建等相關(guān)省區(qū)在“一帶一路”建設(shè)中的角色定位進(jìn)行了介紹。這份文件在制定過(guò)程中，充分聽(tīng)取了“一帶一路”沿線國(guó)家和相關(guān)國(guó)際組織的建議，也吸收了中國(guó)國(guó)內(nèi)各界人士的意見(jiàn)，是集聚各方智慧的成果。當(dāng)然，這份白皮書僅是針對(duì)“一帶一路”提出了方向性、框架性、意向性的設(shè)計(jì)，未來(lái)中國(guó)還將與“一帶一路”的相關(guān)參與方進(jìn)一步完善和細(xì)化。
