"Invisible hand" and "visible hand"
When presiding over the 15th group study session of the Political Bureau of the CPC Central Committee in May 2014, Xi Jinping stated that China should make good use of the roles of the market – the "invisible" hand, and the roles of the government – the "visible" hand. The market and the government should complement and coordinate with each other to ensure sustained and sound social and economic development.
Given its national conditions, China should let the market play the decisive role in allocating resources and allow the government to better perform its functions. That is, China should let each of those two factors play its role, rather than emphasizing one at the expense of the other.
"看不見的手"和"看得見的手"都要用好
2014 年5月，習(xí)近平在中共中央政治局第十五次集體學(xué)習(xí)時(shí)強(qiáng)調(diào)，在市場(chǎng)作用和政府作用的問題上，要講辯證法、兩點(diǎn)論，"看不見的手"和"看得見的手"都要用好，努力形成市場(chǎng)作用和政府作用有機(jī)統(tǒng)一、相互補(bǔ)充、相互協(xié)調(diào)、相互促進(jìn)的格局，推動(dòng)經(jīng)濟(jì)社會(huì)持續(xù)健康發(fā)展。"看不見的手"即是市場(chǎng)，而"看得見的手"則是指政府。
中國的國情決定了在經(jīng)濟(jì)建設(shè)過程中，既要切實(shí)發(fā)揮市場(chǎng)在資源配置中的決定性作用，也要更好發(fā)揮政府作用，即"兩只手"的作用都要用好、不能偏廢。
Valoriser les deux ? mains ?
Lors de la 15e séance d'étude du Bureau politique du XVIIIe Comité central du Parti en mai 2014, Xi Jinping a indiqué qu'en ce qui concernait les r?les du marché et du gouvernement, il fallait agir conformément à la dialectique et à la théorie selon laquelle toute chose comporte deux aspects, valoriser à la fois la ? main invisible ? et la ? main visible ?, et créer une situation où le r?le du marché et celui du gouvernement sont en concordance, se complètent, maintiennent un équilibre harmonieux et s'épaulent mutuellement, afin de rendre sain et durable le développement économique et social. La ? main invisible ? désigne le marché et la ? main visible ?, le gouvernement. En ce qui concerne le développement économique et compte tenu de la réalité chinoise, il faut à la fois mettre en valeur le r?le décisif du marché dans la distribution des ressources et faire jouer son r?le au gouvernement ; et à la fois utiliser ces deux ? mains ? correctement, sans que ni l'une ni l'autre ne soit négligée.
Buen uso de las "dos manos"
En mayo de 2014, en el décimo quinto estudio colectivo del Buró Político del CC del PCCh, Xi Jinping subrayó que en la cuestión de los papeles del mercado y el gobierno había que conceder atención a la dialéctica y la teoría de dos puntos y hacer un buen uso tanto de la "mano invisible" como de la "mano visible", para formar, con esfuerzo, una configuración de la unidad orgánica, la complementación, la coordinación y la promoción entre ambos papeles e impulsar el desarrollo sostenido y sano de la economía y la sociedad. La "mano invisible" es el mercado mientras la "mano visible", el gobierno. Conforme a las condiciones nacionales de China, es menester hacer valer efectivamente el papel decisivo del mercado en la asignación de los recursos, tanto como hacer un mejor uso del papel del gobierno.
「見えざる手」と「見える手」のどちらも適切に運(yùn)用すべきである
2014年5月、習(xí)近平氏は中國共産黨第18期中央政治局第15回グループ學(xué)習(xí)會(huì)に際して次のように強(qiáng)調(diào)した。市場(chǎng)の役割と政府の役割という問題において、弁証法と二面論を重んじる必要があり、「見えざる手」と「見える手」のどちらも適切に運(yùn)用すべきである。市場(chǎng)の役割と政府の役割との有機(jī)的統(tǒng)一、相互補(bǔ)完、相互協(xié)調(diào)、相互促進(jìn)といった枠組みの構(gòu)築に務(wù)め、経済?社會(huì)の持続的かつ健全な発展を推進(jìn)していかなければならない。「見えざる手」はつまり市場(chǎng)のこと、「見える手」は政府のことである。中國の國情に決められた経済建設(shè)においては、市場(chǎng)の資源配置における決定的な役割を?qū)g際に即して発揮させる同時(shí)に、政府の役割をよりよく発揮させなければならない。つまり、政府と市場(chǎng)という「両手」の役割をバランスよく、適切に発揮することである。
Использовать во благо ?две руки??
В мае 2014 года, во время 15-й коллективной учебы Политбюро ЦК КПК Си Цзиньпин подчеркнул, что при решении вопроса о функциях рынка и государства, необходимо исходить из диалектики и теории дуализма. Нужно использовать во благо и ?невидимую руку?, и ?видимую руку?, стремиться к формированию органического единства функций рынка и государства на основе взаимного дополнения, взаимной координации и взаимного стимулирования, способствовать устойчивому и здоровому социально-экономическому развитию. ?Невидимая рука? -- это рынок, а ?видимая рука? означает правительство. В процессе экономического строительства обстановка страны решила и развивать решающую роль рынка в распределении ресурсов, и еще лучше исполнять правительственные функции, способствовать использованию ?двух рук? -- функций првительства и рынка. Т.е. нужны роли ?двух рук? -- ни одной из них нельзя быть отменито.
Die ?zwei H?nde" gut nutzen
In seiner Rede auf der 15. kollektiven Studiensitzung des Politbüros des Zentralkomitees der KP Chinas im Mai 2014 betonte Xi Jinping, dass in der Frage der Funktionen des Marktes und der Regierung diese beiden – die ?unsichtbare Hand" des Marktes und die ?sichtbare Hand" der Regierung – dialektisch betrachtet und gut genutzt werden sollen. Es gilt, sich darum zu bemühen, die Funktionen des Marktes und der Regierung miteinander zu einer organischen Einheit zu verbinden, um eine sich gegenseitig erg?nzende, koordinierende und f?rdernde Konstellation zu schaffen. Dadurch kann die gesunde und nachhaltige Entwicklung der Wirtschaft und Gesellschaft vorangetrieben werden. Die ?unsichtbare Hand" ist also der Markt und die ?sichtbare Hand" die Regierung. Um Chinas Verh?ltnissen gerecht zu werden, gilt es, im Prozess des Wirtschaftsaufbaus sowohl die entscheidende Rolle des Marktes bei der Ressourcenallokation wirksam zur Geltung zu bringen als auch die Funktionen der Regierung besser zu entfalten. Beide ?H?nde" sollen also gut genutzt und keine von ihnen vernachl?ssigt werden.
"M?o invisível" e "M?o visível"
Na 15a reuni?o de estudo coletivo do Bir? Político do Comitê Central do Partido Comunista realizada em maio de 2014, Xi Jinping salientou que, em rela??o aos papéis do mercado e do governo, devemos seguir a dialética e a teoria sobre o caráter duplo; temos que usar bem tanto a "m?o invisível" como a "m?o visível" para formar uma configura??o na qual os papéis do mercado e do governo integrem-se organicamente, complementem-se, coordenem-se e estimulem-se um a outro para alavancar o desenvolvimento socioecon?mico sustentável e saudável. A "m?o invisível" é o mercado, e a "m?o visível", o governo. Conforme a realidade da China, no processo da constru??o econ?mica, temos que usar bem as "duas m?os" sem negligenciar qualquer um, para que o mercado desempenhe um papel decisivo na distribui??o de recursos e o governo desempenhe melhor suas fun??es.
