Central Economic Work Conference
The Central Committee of the Communist Party of China (CPC) and the State Council jointly organized the Central Economic Work Conference on December 5-7, 2006 in Beijing. Relying on a comprehensive analysis of the current domestic economic situation and an appraisal of the international economic environment, President Hu Jintao proposed economic guidelines and general requirements for 2007, further elaborating on the principles and major tasks needed to move towards the success of the economic agenda. Premier Wen Jiabao provided direction, such as arrangements for the goals, tasks and major issues relating to the economic work to be carried out in 2007. Eight major tasks were set at the conference for the economic agenda in 2007.

Third National Financial Work Conference
The Third National Financial Work Conference was held in Beijing on January 19 and 20, 2007. During the conference, held once every five years, Premier Wen Jiabao highlighted problems facing China's financial industry, including a growing international trade imbalance, poor oversight of financial corporations and a defective rural financial system. To counter these declines, he unveiled a package of policies aimed at improving the country's financial state. The reforms were sweeping, affecting the Agricultural Bank of China's shareholding methods, increasing access to rural financial institutions and expanding management and usage of the nation's huge foreign exchange reserves, with all the above being debated at the meeting.

2007 Rural Development Policies
The Central Committee of the Communist Party of China and the State Council released a document on January 29, 2007, dubbed the No. 1 central government document. It represents the government's first set of major policies for the year. The 2007 version focuses on rural development for the fourth consecutive year, saying that the Chinese government's top priority in building a new socialist countryside is the development of modern agriculture.
