The pagoda, constructed in the Ming Dynasty, is located on Eastern Mountain facing the Yanhe River, a commanding position.
The octagonal, nine-storey, brick pagoda is forty-four meters high. Doors on the south and north sides of the first storey are inscribed respectively with, "Looking down upon the world," and "Rising up into the sky," which give justice to the majesty of the pagoda. A spiral staircase inside the pagoda allows people to go to the top for a bird's-eye view of the city.
