As part of its human resources strategy, Hong Kong Police has networked with the Singapore Police Force (SPF) and Britain's Metropolitan Police Services (MPS) for a staff exchange training attachment.

Between February and April 2005, Superintendent Dominique Ziemann, Woman Superintendent Jocelyn Cheung and Chief Inspector Paul Cheng were attached to SPF and MPS under the attachment program, according to a police press release on Tuesday.

"This lays another milestone for the partnership approach adopted by the three forces in staff development," said Assistant Commissioner of Police (Personnel) Chan Wai-ki on Tuesday.

"Officers on exchange may bring about cross-fertilization of ideas and experiences and help foster a better working relationship over a cross-section of policing areas of mutual concern," Chan said.

As for individual officers, Chan said the program will definitely enrich and broaden their international exposure.

Talking about her experience in Britain, Jocelyn said that MPS officers generally take pride of their specialties. "Most of the officers in the headquarters whom I met are specialists in their own fields. I am impressed by the fact that even a constable is capable of single-handedly drafting an 'Acceptable Behavior Contract'."

To further enhance management development for officers, Training Wing has made similar attachment arrangements with the Guangdong Provincial Public Security Bureau Department and Shanghai Municipal Public Security Bureau.
