Shenzhen's actual usage of foreign fund in 2002 made a new record. The actual usage of foreign capital totally reached US$4.9 billion, which paved the way for fulfilling the target put forward in the "tenth five-year" plan of Shenzhen.
The usage of foreign capital realized high quality. Last year, the new approved high-tech projects invested by foreign businessmen amounted to 742 with an increase of 29% over the previous year. There are 53 projects with the investment capital over US$10 million, up 21 percent. In 2002, 17 of top 500 MNCs in the world, such as GE and KINGFISHER Group, came to Shenzhen to invest or enlarge their investment scales.
Service trade made steady progress in the extension of "Opening to the Outside" policy. To seize the opportunity of China's accession to WTO and guarantee the superiority in the "Opening to the Outside" policy, Shenzhen's authority concerned worked out new rules and regulations in early 2002. It has obtained big achievements in expanding to open to the outside in the fields of finance, distribution, transportation, electronic communication, tourism and special service and so on.
