Ladies and Gentlemen, Good morning! It is a pleasure to brief you present here on how the Inspection Tour System of the Chinese Communist Party is enforced. As introductory materials have been already presented to you, I would now give you a brief account of what achievements we have made in enforcing this Inspection Tour System. To establish and perfect the inspection tour system is a major move taken by the Communist Party of China at the new phase of our new era to further strengthen and improve inner-party supervision, and speed up the building of leading groups and cadres' contingents. The main tasks of our inspection tour work are to look into how these leading groups and their members implement the Party's lines, principles, policies, resolutions and decisions as well as the democratic centralism, how the responsibility system of building the Party's work style and a clean government as well as promotion of diligence and honesty in attending to state affairs are carried out, how cadres are selected and appointed, how the relations among reform, development and stability are handled and other issues the Central Committee of the Communist Party of China (CCCPC), and provincial (regional and municipal) Party committees have asked for being looked into. The CCCPC attaches great importance to the inspection tour work and General Secretary Hu Jintao attends to the work personally, calling for continuously strengthening and improving it. Members of the Standing Committee of the Political Bureau of the CPC would go over in earnest every report on inspection tours and write important comments on relevant issues without delay. According to the plans and demands of the CCCPC, the Central Commission for Discipline Inspection of the CPC and the Organization Department of the CCCPC have strengthened their organization and leadership of the inspection tour work while their leading members listened to the reports on inspection tours without delay and worked out solutions to the major problems cropping up in the course of inspection tours so as to give guidance to the steady and orderly implementation of the inspection tour work. Up to now, their inspection tour groups have completed their first round of inspection tours of 31 provinces (regions and cities) and the Xinjiang Production and Construction Corps across China as well as their second round of such tours of 15 provinces (regions and cities) and the aforesaid corps. They also completed inspection tours of 9 banks under the jurisdiction of the central government, 4 corporations administering national assets, 4 state-owned insurance companies, 2 state-owned securities companies and 5 important state-owned enterprises. Provincial (regional and municipal) inspection tour groups have also completed their first round of inspection tours of the cities (localities, prefectures and leagues) within their jurisdiction and made such tours of 293 departments directly under provinces concerned, 1218 counties (cities, districts and banners), 59 state-owned enterprises and 26 higher-learning institutions. In the course of the inspection tours, a large number of actual facts have been discovered and taken control of in the inspected places and units, and these facts have played an important role in providing essential grounds for making policy decisions by the CCCPC, and provincial (regional and municipal) Party committees, improving work in the aforesaid places and units and strengthening supervision over the Party and government leading groups, and especially their main responsible members. Thus remarkable achievements have been made in the following aspects. First, the implementation of the Party's lines, principles and policies has been stepped up. Some problems existing in the aforesaid places and units have been discovered and solved under supervision?such as ineffective execution of scientific approach to development and national macro-regulatory policy, non-effective measures taken in protecting environment and saving energy and resources, indulgence in competing with one another blindly, boasting and exaggerating one's achievements like ?projects of showing achievements in one's political career? and ?image projects?. The leading groups of the aforesaid places and units have been encouraged and supported to further enhance scientific approach to development so as to promote sustainable economic-social development in a comprehensive and coordinated manner. Second, the building of leading groups and cadres' contingents has been sped up. Earnest solutions have been taken in some of the aforesaid places and units under supervision to such problems as imperfect rules of procedures, undemocratic decision-making and lack of unity among leading groups. Discovered and corrected are such conduct violating organizational and personnel disciplines as sparing no efforts to secure official posts by running about to fawn on superiors, buying and selling official posts and ? promotion of the sick in position? as well as discipline- and law-violating conduct occurred in the course of relevant elections. The inspection tour groups have put forward the following proposal that those leading cadres who are unfit for their incumbent posts should be readjusted and transferred to other posts. They also found a large number of fine leading cadres who are honest, upright and working for the people in a pragmatic way so as to provide important support for re-electing local Party committees, re-organizing their leading groups and selecting good cadres. Third, building the Party's work style and a clean government has been stepped up and corruption-combating work has been launched in depth. While discovering and helping solve some problems that the responsibility system for implementation of building the Party's style and a clean government is not properly enforced in some of the aforesaid places and units, clues to discipline- and law-violating cases concerning some leading cadres have also been found. For instance, part of the clues to the cases concerning Chen Liangyu, Hou Wujie, Xu Guojian, Li Baojin, Du Shicheng, He Minxu investigated and dealt with accordingly over the recent years were discovered during their inspection tours by the inspection tour groups of the Central Commission for Discipline Inspection of the CPC and Organization Department of the CCCPC. Clues to over 900 cases concerning cadres above division and county level were discovered and submitted to departments concerned to deal with by the inspection tour groups sent by provincial (regional and municipal) Party committees. In addition, by means of inspection tours, such problems as engaging in business, running enterprises and receiving ?red envelopes containing money? by spouses and children of some leading cadres violating regulations concerned were solved under supervision. Corrected was the problem that some local leading cadres who used to overstep the standards set for use of official cars and size of their residences. Over 1000 leading cadres above county and division level were given admonishing advice so as to supervise them to correct problems that have either appeared or show preference without delay. Fourth, solutions to the outstanding problems detrimental to the immediate interest to the masses of the people have been stepped up. In the course of inspection tours, outstanding problems detrimental to the immediate interest to the masses of the people have been discovered and taken control of in the educational, medical care, food and drug safety, safe production, social security and judicial field of some the aforesaid places as well as restructuring and system-changing of their enterprises, requisitioning land, resettlement of urban residents and environment protection; and comments and proposals concerning reform and consolidation have been put forward so as to supervise the leading groups in the aforesaid places to solve the aforesaid problems in earnest, forge stronger ties with the masses of the people, safeguard social stability and step up building a harmonious society. Practice has proved that as a major innovative move for the inner-party supervisory system, the supervision by means of inspection tours that has effectively strengthened supervision over leading groups and cadres has won full approval from the CCCPC, and provincial (regional and municipal) Party committees, endorsement and support from the masses of the people.
