| 漢堡被譽(yù)為“世界橋城”。很高興同大家在這里相聚，共商架設(shè)合作之橋、促進(jìn)共同繁榮大計(jì)。首先，我謹(jǐn)對(duì)默克爾總理及德方的熱情周到接待，表示衷心感謝。 | It is a great pleasure to be with you in Hamburg, the City of Bridges, to discuss ways of building a bridge of cooperation to advance our shared prosperity. First of all, I express heartfelt appreciation to you, Chancellor Merkel, and the German government for your warm hospitality. |
| 當(dāng)前，世界經(jīng)濟(jì)出現(xiàn)向好勢(shì)頭，有關(guān)國(guó)際組織預(yù)計(jì)，今年世界經(jīng)濟(jì)有望增長(zhǎng)3.5%。這是近年來(lái)最好的經(jīng)濟(jì)形勢(shì)。有這樣的局面，同二十國(guó)集團(tuán)的努力分不開(kāi)。同時(shí)，世界經(jīng)濟(jì)中的深層次問(wèn)題尚未解決，仍然面臨諸多不穩(wěn)定不確定因素。 | The global economy is showing signs of moving in the right direction. The related international organizations forecast that it will grow by 3.5 percent this year, the best performance that we have seen in several years. This would not be possible without the efforts of the G20. On the other hand, the global economy is still plagued by deep-seated problems and faces many uncertainties and destabilizing factors. |
| 面對(duì)挑戰(zhàn)，杭州峰會(huì)提出了二十國(guó)集團(tuán)方案：建設(shè)創(chuàng)新、活力、聯(lián)動(dòng)、包容的世界經(jīng)濟(jì)。漢堡峰會(huì)把“塑造聯(lián)動(dòng)世界”作為主題，同杭州峰會(huì)一脈相承。我們要共同努力，把這些理念化為行動(dòng)。這里，我愿談幾點(diǎn)意見(jiàn)。 | Facing such challenges, the G20 agreed in Hangzhou last year on the path forward: building an innovative, invigorated, interconnected and inclusive world economy. This year, building on the theme of the Hangzhou Summit, the Hamburg Summit has made "Shaping an Interconnected World" its theme. What we need to do now is to work together to translate our vision into action. With this in mind, I wish to state the following: |
| 第一，我們要堅(jiān)持建設(shè)開(kāi)放型世界經(jīng)濟(jì)大方向。這是二十國(guó)集團(tuán)應(yīng)對(duì)國(guó)際金融危機(jī)的重要經(jīng)驗(yàn)，也是推動(dòng)世界經(jīng)濟(jì)增長(zhǎng)的重要路徑。國(guó)際組織當(dāng)前調(diào)高世界經(jīng)濟(jì)增長(zhǎng)預(yù)期，一個(gè)重要原因就是預(yù)計(jì)國(guó)際貿(mào)易增長(zhǎng)2.4%、全球投資增加5%。我們要堅(jiān)持走開(kāi)放發(fā)展、互利共贏之路，共同做大世界經(jīng)濟(jì)的蛋糕。作為世界主要經(jīng)濟(jì)體，我們應(yīng)該也能夠發(fā)揮領(lǐng)導(dǎo)作用，支持多邊貿(mào)易體制，按照共同制定的規(guī)則辦事，通過(guò)協(xié)商為應(yīng)對(duì)共同挑戰(zhàn)找到共贏的解決方案。 | Firstly, we should stay committed to building an open global economy. This commitment of the G20 to build open economies saw us through the global financial crisis, and this commitment is vital to reenergizing the global economy. Various international organizations have revised upward forecast for this year's global growth, mainly because of a projected 2.4 percent growth for global trade and 5 percent growth for global investment. We must remain committed to openness and mutual benefit for all so as to increase the size of the global economic "pie". As the world's major economies, we should and must lead the way, support the multilateral trading system, observe the jointly established rules and, through consultation, seek all-win solutions to common challenges we face. |
| 第二，我們要共同為世界經(jīng)濟(jì)增長(zhǎng)發(fā)掘新動(dòng)力。這個(gè)動(dòng)力首先來(lái)自創(chuàng)新。研究表明，全球95%的工商業(yè)同互聯(lián)網(wǎng)密切相關(guān)，世界經(jīng)濟(jì)正在向數(shù)字化轉(zhuǎn)型。我們要在數(shù)字經(jīng)濟(jì)和新工業(yè)革命領(lǐng)域加強(qiáng)合作，共同打造新技術(shù)、新產(chǎn)業(yè)、新模式、新產(chǎn)品。這個(gè)動(dòng)力也來(lái)自更好解決發(fā)展問(wèn)題，落實(shí)2030年可持續(xù)發(fā)展議程。這對(duì)發(fā)展中國(guó)家有利，也將為發(fā)達(dá)國(guó)家?guī)?lái)市場(chǎng)和投資機(jī)遇，大家都是贏家。杭州峰會(huì)就創(chuàng)新和發(fā)展達(dá)成重要共識(shí)，有關(guān)合作勢(shì)頭在德國(guó)年得以延續(xù)，下一步要不斷走深、走實(shí)。 | Secondly, we should foster new sources of growth for the global economy. Innovation, more than anything else, is such a new source of growth. Research shows that 95 percent of the world's businesses are now closely linked with the Internet, and the global economy is transitioning toward a digital economy. This means we should boost cooperation in digital economy and the new industrial revolution and jointly develop new technologies, new industries, new business models and new products. Another source of growth derives from making greater efforts to address the issue of development and implement the 2030 Agenda for Sustainable Development, and such efforts will both benefit developing countries and generate business and investment opportunities for developed countries. In other words, this will be a win-win game for all. At the Hangzhou Summit last year, we reached important consensus on innovation and development. This momentum of cooperation created has been sustained this year under the German chairmanship of G20. Going forward, we should see that more substantial and concrete outcomes are delivered. |
| 第三，我們要攜手使世界經(jīng)濟(jì)增長(zhǎng)更加包容。當(dāng)前，世界經(jīng)濟(jì)發(fā)展仍不平衡，技術(shù)進(jìn)步對(duì)就業(yè)的挑戰(zhàn)日益突出。世界經(jīng)濟(jì)論壇預(yù)計(jì)，到2020年，人工智能將取代全球逾500萬(wàn)個(gè)工作崗位。二十國(guó)集團(tuán)的一項(xiàng)重要使命，就是本著杭州峰會(huì)確定的包容增長(zhǎng)理念，處理好公平和效率、資本和勞動(dòng)、技術(shù)和就業(yè)的矛盾。要繼續(xù)把經(jīng)濟(jì)政策和社會(huì)政策有機(jī)結(jié)合起來(lái)，解決產(chǎn)業(yè)升級(jí)、知識(shí)和技能錯(cuò)配帶來(lái)的挑戰(zhàn)，使收入分配更加公平合理。二十國(guó)集團(tuán)應(yīng)該更加重視在教育培訓(xùn)、就業(yè)創(chuàng)業(yè)、分配機(jī)制上交流合作。這些工作做好了，也有利于經(jīng)濟(jì)全球化健康發(fā)展。 | Thirdly, we should work together to achieve more inclusive global growth. Currently, global economic growth is not balanced, and technological advances work against job creation. According to the projection of the World Economic Forum, artificial intelligence will take away more than 5 million jobs in the world by 2020. The G20 has an important mission, which is to reaffirm the vision of pursuing inclusive growth agreed upon at the Hangzhou Summit last year, and strike a balance between fairness and efficiency, between capital and labor, and between technology and employment. To achieve this goal, we must ensure synergy between economic and social policies, address the mismatch between industrial upgrading and knowledge and skills, and ensure more equitable income distribution. The G20 needs to place more importance on cooperation in education, training, employment, business start-up and wealth distribution-related mechanisms, as progress on these fronts will make economic globalization work better. |
| 第四，我們要繼續(xù)完善全球經(jīng)濟(jì)治理。國(guó)際金融危機(jī)爆發(fā)以來(lái)，二十國(guó)集團(tuán)在加強(qiáng)宏觀政策協(xié)調(diào)、改革國(guó)際金融機(jī)構(gòu)、完善國(guó)際金融監(jiān)管、打擊避稅等方面取得積極成果，為穩(wěn)定金融市場(chǎng)、促進(jìn)經(jīng)濟(jì)復(fù)蘇作出了重要貢獻(xiàn)。下一步，我們要在上述領(lǐng)域繼續(xù)努力，特別是要加強(qiáng)宏觀政策溝通，防范金融市場(chǎng)風(fēng)險(xiǎn)，發(fā)展普惠金融、綠色金融，推動(dòng)金融業(yè)更好服務(wù)實(shí)體經(jīng)濟(jì)發(fā)展。 | Fourthly, we should continue improving global economic governance. In the wake of the global financial crisis, the G20 has done a lot to improve macroeconomic policy coordination, reform international financial institutions, tighten international financial regulation and combat tax avoidance, thus ensuring financial market stability and recovery. We should build on these achievements. In particular, we should strengthen coordination of macroeconomic policies, forestall risks in financial markets and develop financial inclusion and green finance to make the financial sector truly drive the development of the real economy. |
| 不久前，中國(guó)成功舉辦“一帶一路”國(guó)際合作高峰論壇。與會(huì)各方本著共商、共建、共享精神，在促進(jìn)政策溝通、設(shè)施聯(lián)通、貿(mào)易暢通、資金融通、民心相通上取得豐碩成果，努力打造治理新理念、合作新平臺(tái)、發(fā)展新動(dòng)力。這同二十國(guó)集團(tuán)的宗旨高度契合。 | China recently hosted a successful Belt and Road Forum for International Cooperation. Acting in the spirit of extensive consultation, joint contribution and shared benefits, the forum participants achieved fruitful outcomes in terms of boosting the connectivity of policies, infrastructure, trade, finance and people. Guided by a new vision of governance, we built a new platform of cooperation to tap into new sources of growth. The commitment of the Belt and Road Forum is highly compatible with the goal of the G20. |
