| 推動(dòng)中醫(yī)藥全球發(fā)展。中醫(yī)藥已傳播到183個(gè)國(guó)家和地區(qū)。據(jù)世界衛(wèi)生組織統(tǒng)計(jì)，目前103個(gè)會(huì)員國(guó)認(rèn)可使用針灸，其中29個(gè)設(shè)立了傳統(tǒng)醫(yī)學(xué)的法律法規(guī)，18個(gè)將針灸納入醫(yī)療保險(xiǎn)體系。中藥逐步進(jìn)入國(guó)際醫(yī)藥體系，已在俄羅斯、古巴、越南、新加坡和阿聯(lián)酋等國(guó)以藥品形式注冊(cè)。有30多個(gè)國(guó)家和地區(qū)開辦了數(shù)百所中醫(yī)藥院校，培養(yǎng)本土化中醫(yī)藥人才。總部設(shè)在中國(guó)的世界針灸學(xué)會(huì)聯(lián)合會(huì)有53個(gè)國(guó)家和地區(qū)的194個(gè)會(huì)員團(tuán)體，世界中醫(yī)藥學(xué)會(huì)聯(lián)合會(huì)有67個(gè)國(guó)家和地區(qū)的251個(gè)會(huì)員團(tuán)體。中醫(yī)藥已成為中國(guó)與東盟、歐盟、非洲、中東歐等地區(qū)和組織衛(wèi)生經(jīng)貿(mào)合作的重要內(nèi)容，成為中國(guó)與世界各國(guó)開展人文交流、促進(jìn)東西方文明交流互鑒的重要內(nèi)容，成為中國(guó)與各國(guó)共同維護(hù)世界和平、增進(jìn)人類福祉、建設(shè)人類命運(yùn)共同體的重要載體。 | Promoting the globalization of TCM. Traditional Chinese medicine has been spread to 183 countries and regions around the world. According to the World Health Organization, 103 member states have given approval to the practice of acupuncture and moxibustion, 29 have enacted special statutes on traditional medicine, and 18 have included acupuncture and moxibustion treatment in their medical insurance provisions. TCM medicines have gradually entered the international system of medicines, and some of them have been registered in Russia, Cuba, Vietnam, Singapore, United Arab Emirates, and other nations. Some 30 countries and regions have opened a couple of hundred TCM schools to train native TCM workers. The World Federation of Acupuncture-Moxibustion Societies, headquartered in China, has 194 member organizations from 53 countries and regions, and the World Federation of Chinese Medicine Societies has 251 member organizations from 67 countries and regions. Traditional Chinese medicine has become an important area of health and trade cooperation between China and the ASEAN, EU, Africa, and Central and Eastern Europe, a key component in people-to-people exchanges between China and the rest of the world and between Eastern and Western cultures, and an important vehicle for China and other countries to work together in promoting world peace, improving the well-being of humanity, and developing a community of shared future. |
| 支持國(guó)際傳統(tǒng)醫(yī)藥發(fā)展。中國(guó)政府致力于推動(dòng)國(guó)際傳統(tǒng)醫(yī)藥發(fā)展，與世界衛(wèi)生組織保持密切合作，為全球傳統(tǒng)醫(yī)學(xué)發(fā)展作出貢獻(xiàn)。中國(guó)總結(jié)和貢獻(xiàn)發(fā)展中醫(yī)藥的實(shí)踐經(jīng)驗(yàn)，為世界衛(wèi)生組織于2008年在中國(guó)北京成功舉辦首屆傳統(tǒng)醫(yī)學(xué)大會(huì)并形成《北京宣言》發(fā)揮了重要作用。在中國(guó)政府的倡議下，第62屆、67屆世界衛(wèi)生大會(huì)兩次通過《傳統(tǒng)醫(yī)學(xué)決議》，并敦促成員國(guó)實(shí)施《世衛(wèi)組織傳統(tǒng)醫(yī)學(xué)戰(zhàn)略（2014－2023年）》。目前，中國(guó)政府與相關(guān)國(guó)家和國(guó)際組織簽訂中醫(yī)藥合作協(xié)議86個(gè)，中國(guó)政府已經(jīng)支持在海外建立了10個(gè)中醫(yī)藥中心。 | Supporting the global development of traditional medicine. The Chinese government is dedicated to promoting the development of traditional medicine throughout the world, and works closely with the WHO to contribute to progress in traditional medicine around the globe. China has summarized its successful TCM practices and offers them to the world. It hosted the first WHO Congress on Traditional Medicine in Beijing in 2008, and played an important role in drafting the Beijing Declaration. In accordance with initiatives of the Chinese government, the 62nd and 67th World Health Assemblies passed two resolutions on traditional medicine, and urged its member states to implement the WHO's Traditional Medicine Strategy 2014-2023. Currently, the Chinese government has signed 86 TCM cooperation agreements with other countries and international organizations, and has supported the building of 10 TCM centers overseas. |
| 促進(jìn)國(guó)際中醫(yī)藥規(guī)范管理。為促進(jìn)中醫(yī)藥在全球范圍內(nèi)的規(guī)范發(fā)展，保障安全、有效、合理應(yīng)用，中國(guó)推動(dòng)在國(guó)際標(biāo)準(zhǔn)化組織（ISO）成立中醫(yī)藥技術(shù)委員會(huì)（ISO/TC249），秘書處設(shè)在中國(guó)上海，目前已發(fā)布一批中醫(yī)藥國(guó)際標(biāo)準(zhǔn)。在中國(guó)推動(dòng)下，世界衛(wèi)生組織將以中醫(yī)藥為主體的傳統(tǒng)醫(yī)學(xué)納入新版國(guó)際疾病分類（ICD-11）。積極推動(dòng)傳統(tǒng)藥監(jiān)督管理國(guó)際交流與合作，保障傳統(tǒng)藥安全有效。 | Promoting standard management of TCM internationally. To promote the orderly development of TCM around the globe and ensure its safe, efficient and targeted application, China has facilitated the founding of the ISO/TC249 Traditional Chinese Medicine in the ISO. With its secretariat in Shanghai, it has now issued a series of ISO standards on TCM. Thanks to China's efforts, the WHO has included traditional medicine, represented by TCM, in the new version of the International Classification of Diseases (ICD-11). China is working actively to promote international exchange and cooperation in the supervision and management of traditional medicine, in an effort to ensure that it is safe and effective. |
| 開展中醫(yī)藥對(duì)外援助。中國(guó)在致力于自身發(fā)展的同時(shí)，堅(jiān)持向發(fā)展中國(guó)家提供力所能及的援助，承擔(dān)相應(yīng)國(guó)際義務(wù)。目前，中國(guó)已向亞洲、非洲、拉丁美洲的70多個(gè)國(guó)家派遣了醫(yī)療隊(duì)，基本上每個(gè)醫(yī)療隊(duì)中都有中醫(yī)藥人員，約占醫(yī)務(wù)人員總數(shù)的10%。在非洲國(guó)家啟動(dòng)建設(shè)中國(guó)中醫(yī)中心，在科威特、阿爾及利亞、突尼斯、摩洛哥、馬耳他、納米比亞等國(guó)家還設(shè)有專門的中醫(yī)醫(yī)療隊(duì)（點(diǎn)）。截至目前，中國(guó)政府在海外支持建立了10個(gè)中醫(yī)藥中心。近年來，中國(guó)加強(qiáng)在發(fā)展中國(guó)家特別是非洲國(guó)家開展艾滋病、瘧疾等疾病防治，先后派出中醫(yī)技術(shù)人員400余名，分赴坦桑尼亞、科摩羅、印度尼西亞等40多個(gè)國(guó)家。援外醫(yī)療隊(duì)采用中藥、針灸、推拿以及中西醫(yī)結(jié)合方法治療了不少疑難重癥，挽救了許多垂危病人的生命，得到受援國(guó)政府和人民的充分肯定。 | Providing TCM medical aid overseas. While seeking its own development, within its capacity China has persisted in providing aid and assistance to other developing countries, fulfilling its due international obligations. To date, China has sent medical teams to over 70 countries in Asia, Africa, and Latin America, with TCM professionals in almost every team, accounting for 10 percent of the total number of staff. A project has been launched to build TCM centers in African countries, and specialized TCM stations have opened in Kuwait, Algeria, Tunisia, Morocco, Malta, and Namibia. The Chinese government has sponsored 10 TCM centers overseas. In recent years, China has strengthened work in the prevention and control of AIDS and malaria in developing countries, and in African countries in particular, sending a total of 400 TCM specialists to more than 40 countries including Tanzania, Comoros, and Indonesia. Chinese medical teams have treated complicated and refractory diseases with TCM, acupuncture and moxibustion, medical massage, and methods combining Chinese and Western medicine, saving many lives and winning extensive appreciation from governments and people concerned. |
