| 我們提出到2020年國(guó)內(nèi)生產(chǎn)總值和城鄉(xiāng)居民人均收入比2010年翻一番，要實(shí)現(xiàn)這個(gè)目標(biāo)，就需要確保GDP6.5%以上的增速。而且，在“十三五”期間，我們還有一個(gè)很重要的任務(wù)，就是跨越中等收入陷阱?！笆濉睍r(shí)期經(jīng)濟(jì)年均增長(zhǎng)如能保持在6.5%以上，也意味著我國(guó)將進(jìn)入高收入國(guó)家行列，這將是歷史性的臺(tái)階。 | China must achieve an annual economic growth rate of at least 6.5 percent for the next five years in order to realize its goal of doubling 2010's GDP and per-capita personal income levels by 2020. This level of growth is also a requirement to ensure that China overcomes the middle-income trap. If, during the 13th five year plan, China's economy grows at 6.5 percent or above China will be able to take a historic leap to join the ranks of high-income countries. |
| 2、不搞“大水漫灌”，推動(dòng)結(jié)構(gòu)性改革 | 2. Promoting structural reform with a streamlined policy approach |
| “2015年，我們不搞‘大水漫灌’式的強(qiáng)刺激，而是持續(xù)推動(dòng)結(jié)構(gòu)性改革”。在對(duì)2016年以及十三五時(shí)期工作的部署中，也總體突出以改革促發(fā)展，強(qiáng)調(diào)推動(dòng)結(jié)構(gòu)性改革，尤其是供給側(cè)的結(jié)構(gòu)性改革。通過(guò)改善供給環(huán)境來(lái)增強(qiáng)供給動(dòng)力、提升供給效率、優(yōu)化供給結(jié)構(gòu)，進(jìn)而促進(jìn)經(jīng)濟(jì)更加穩(wěn)定、協(xié)調(diào)和可持續(xù)增長(zhǎng)。 | In 2015, the Chinese Government rejected a scattergun approach to stimulating the economy while continuing to promote structural reform. In 2016, the beginning of the 13th five year period, the government has underscored the importance of structural reform, especially supply-side structural reform. An improved supply environment will help make supply more robust, efficient and better structured, thus increasing the stability, coordination and sustainability of economic growth. |
| 3、首提“新經(jīng)濟(jì)” | 3. Debut of a "new economy" |
| 新經(jīng)濟(jì)以“互聯(lián)網(wǎng)+”這些新產(chǎn)業(yè)、新技術(shù)、新業(yè)態(tài)為代表，不僅解放了老的生產(chǎn)力，更主要是創(chuàng)造了新的生產(chǎn)力。中國(guó)經(jīng)濟(jì)要“爬坡過(guò)坎”，必須加快結(jié)構(gòu)調(diào)整，大力培育新興增長(zhǎng)點(diǎn)，這樣才能使中國(guó)經(jīng)濟(jì)提質(zhì)增效、行穩(wěn)致遠(yuǎn)。 | The "new economy" is comprised of new industries, technologies and forms of business that have emerged under the Internet Plus strategy. Internet Plus calls for the penetration of the Internet into all industries. This concept has not only unleashed existing productive forces, but also fostered new growth engines. As it seeks to surmount obstacles, China must speed up structural adjustments while exploring new areas of growth. These initiatives will enable the Chinese economy to register long-term, stable growth with higher quality and enhanced efficiency. |
| 4、脫貧扶貧是硬任務(wù) | 4. Poverty alleviation is a difficult task |
| 李克強(qiáng)總理每年政府工作報(bào)告都把減貧作為落實(shí)中央決策部署的重點(diǎn)來(lái)推進(jìn)，并督促檢查、開展第三方評(píng)估。但這一次的扶貧攻堅(jiān)和以往不一樣，全部脫貧就是說(shuō)不能“留鍋底”。中國(guó)正在把扶貧作為全面建成小康社會(huì)最重要的工作來(lái)抓，在政治上高位推動(dòng)，這在國(guó)際上恐怕也很少有國(guó)家能夠做到。 | Poverty reduction has always featured prominently in Premier Li Keqiang's annual government work reports. He also has continued to stress the importance of supervision, inspection and independent evaluation of poverty alleviation programs. Unlike previous campaigns, the current one aims to lift everyone under the poverty line out of poverty without exception. China is giving top priority to poverty alleviation as it strives to accomplish its goal of building a moderately prosperous society in all respects. The high political attention China has given to poverty reduction is rarely seen in other countries. |
| 5、打造中國(guó)制造金字品牌 | 5. Making "Made in China" shine |
| 李克強(qiáng)總理早已是出了名的高鐵推銷員，高鐵如今也已經(jīng)成為中國(guó)制造的一張金名片，但我們的目標(biāo)范圍絕不僅僅只有高鐵。在技術(shù)、標(biāo)準(zhǔn)、服務(wù)等更為寬廣的范圍里，都要繼續(xù)打造中國(guó)制造的金字品牌。 | Premier Li has long been known as an advocate of China's high-speed rail technology, a symbol of the country's manufacturing prowess. But high-speed rail is only part of the story. Chinese manufacturers are also striving to excel in a wider range of sectors including technology, standards, and services. |
