The session deliberated on and approved the Central Committee's Proposal for Formulating the 13th Five-Year Plan for National Economic and Social Development (2016-20) and the Communiqué of the Fifth Plenary Session of the 18th CPC Central Committee. Beijing Review and King's College London jointly prepared a summary of the communiqué to familiarize readers with its key messages. |

| 全會(huì)聽(tīng)取和討論了習(xí)近平受中央政治局委托作的工作報(bào)告，審議通過(guò)了《中共中央關(guān)于制定國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展第十三個(gè)五年規(guī)劃的建議》。習(xí)近平就《建議（討論稿）》向全會(huì)作了說(shuō)明。 | Participants deliberated on the report, delivered by Xi Jinping, General Secretary of the CPC Central Committee, on the work of the Central Committee's Political Bureau. They also examined and approved the Central Committee's Proposal for Formulating the 13th Five-Year Plan for National Economic and Social Development (2016-20) after Xi presented an explanation of the draft proposal. |
| 全會(huì)認(rèn)為，到二〇二〇年全面建成小康社會(huì)，是我們黨確定的“兩個(gè)一百年”奮斗目標(biāo)的第一個(gè)百年奮斗目標(biāo)。“十三五”時(shí)期是全面建成小康社會(huì)決勝階段，“十三五”規(guī)劃必須緊緊圍繞實(shí)現(xiàn)這個(gè)奮斗目標(biāo)來(lái)制定。 | The session noted that building a moderately prosperous society in all respects in China by 2020 in time for the CPC centenary in 2021 would fulfill the first of the Two Centenary Goals. The second goal is to turn China into a prosperous, democratic, culturally advanced and harmonious modern socialist country by the time the People's Republic celebrates its centenary in 2049. The 13th five-year period will be decisive for achieving the first goal. The 13th Five-Year Plan should therefore focus on how it can be delivered. |
| 全會(huì)深入分析了“十三五”時(shí)期我國(guó)發(fā)展環(huán)境的基本特征，認(rèn)為我國(guó)發(fā)展仍處于可以大有作為的重要戰(zhàn)略機(jī)遇期，也面臨諸多矛盾疊加、風(fēng)險(xiǎn)隱患增多的嚴(yán)峻挑戰(zhàn)。我們要準(zhǔn)確把握戰(zhàn)略機(jī)遇期內(nèi)涵的深刻變化，更加有效地應(yīng)對(duì)各種風(fēng)險(xiǎn)和挑戰(zhàn)，繼續(xù)集中力量把自己的事情辦好，不斷開(kāi)拓發(fā)展新境界。 | The session conducted in-depth analysis of the basic features of the environment for China's development during the 13th five-year period. It concluded that this period would continue to present important strategic opportunities, while presenting severe challenges in the form of increased conflicts and risks. We should therefore focus on grasping the dynamics of change inherent to the strategic opportunities on offer, while coping more effectively with risks and challenges. We should maintain our focus on managing our own affairs well, while remaining committed to unceasingly exploring new frontiers of development. |
| 全會(huì)提出了“十三五”時(shí)期我國(guó)發(fā)展的指導(dǎo)思想：高舉中國(guó)特色社會(huì)主義偉大旗幟，全面貫徹黨的十八大和十八屆三中、四中全會(huì)精神，以馬克思列寧主義、毛澤東思想、鄧小平理論、“三個(gè)代表”重要思想、科學(xué)發(fā)展觀為指導(dǎo)，深入貫徹習(xí)近平總書(shū)記系列重要講話精神，堅(jiān)持全面建成小康社會(huì)、全面深化改革、全面依法治國(guó)、全面從嚴(yán)治黨的戰(zhàn)略布局，堅(jiān)持發(fā)展是第一要?jiǎng)?wù)，以提高發(fā)展質(zhì)量和效益為中心，加快形成引領(lǐng)經(jīng)濟(jì)發(fā)展新常態(tài)的體制機(jī)制和發(fā)展方式，保持戰(zhàn)略定力，堅(jiān)持穩(wěn)中求進(jìn)，統(tǒng)籌推進(jìn)經(jīng)濟(jì)建設(shè)、政治建設(shè)、文化建設(shè)、社會(huì)建設(shè)、生態(tài)文明建設(shè)和黨的建設(shè)，確保如期全面建成小康社會(huì)，為實(shí)現(xiàn)第二個(gè)百年奮斗目標(biāo)、實(shí)現(xiàn)中華民族偉大復(fù)興的中國(guó)夢(mèng)奠定更加堅(jiān)實(shí)的基礎(chǔ)。 | The session put forth the guiding principles for China's development during the 13th five-year period: upholding socialism with Chinese characteristics, we will follow through with the guiding principles of the 18th National Party Congress and the third and fourth plenary sessions of the 18th CPC Central Committee. Maintaining continuity with Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Three Represents, and the Scientific Outlook on Development, we will implement the guiding principles of General Secretary Xi's major speeches, in order to deliver the Four-Pronged Comprehensive Strategy of establishing a moderately prosperous society, deepening reform, advancing the rule of law, and strengthening Party self-discipline. Development will remain our primary responsibility. In order to create a new developmental paradigm that has quality and efficiency at its core, we need to accelerate the strengthening of governance structures and developmental methods, maintaining an overall strategic balance. Aligning stability with sustainable progress, coordinated economic, political, cultural, social, environmental and Party leadership development will form a solid foundation for the delivery of the Two Centenary Goals and the Chinese dream of national renewal. |
| 全會(huì)強(qiáng)調(diào)，如期實(shí)現(xiàn)全面建成小康社會(huì)奮斗目標(biāo)，推動(dòng)經(jīng)濟(jì)社會(huì)持續(xù)健康發(fā)展，必須遵循以下原則：堅(jiān)持人民主體地位，堅(jiān)持科學(xué)發(fā)展，堅(jiān)持深化改革，堅(jiān)持依法治國(guó)，堅(jiān)持統(tǒng)籌國(guó)內(nèi)國(guó)際兩個(gè)大局，堅(jiān)持黨的領(lǐng)導(dǎo)。 | It was stressed at the session that the following must be upheld in order to realize the goal of building a moderately prosperous society in all respects as planned and to maintain sound economic and social development: ? The position of the Chinese people as masters of the country ? The Scientific Outlook on Development ? Continued and deepening reforms ? The rule of law ? Coordinated planning in international and domestic affairs ? The leadership of the CPC |
| 全會(huì)提出了全面建成小康社會(huì)新的目標(biāo)要求：經(jīng)濟(jì)保持中高速增長(zhǎng)，在提高發(fā)展平衡性、包容性、可持續(xù)性的基礎(chǔ)上，到二〇二〇年國(guó)內(nèi)生產(chǎn)總值和城鄉(xiāng)居民人均收入比二〇一〇年翻一番，產(chǎn)業(yè)邁向中高端水平，消費(fèi)對(duì)經(jīng)濟(jì)增長(zhǎng)貢獻(xiàn)明顯加大，戶(hù)籍人口城鎮(zhèn)化率加快提高。農(nóng)業(yè)現(xiàn)代化取得明顯進(jìn)展，人民生活水平和質(zhì)量普遍提高，我國(guó)現(xiàn)行標(biāo)準(zhǔn)下農(nóng)村貧困人口實(shí)現(xiàn)脫貧，貧困縣全部摘帽。國(guó)民素質(zhì)和社會(huì)文明程度顯著提高。生態(tài)環(huán)境質(zhì)量總體改善。各方面制度更加成熟更加定型，國(guó)家治理體系和治理能力現(xiàn)代化取得重大進(jìn)展。 | New targets in building a moderately prosperous society in all respects were put forward at the session: ? Double 2010 GDP by 2020 as well as per-capita income of both urban and rural residents on the basis of more balanced, inclusive and sustainable development ? Upgrade manufacturing and promote advanced industries ? Significantly increase the contribution of consumption to economic growth ? Accelerate urbanization ? Achieve significant progress in agricultural modernization ? Raise living standards and the quality of life ? Eliminate rural and regional poverty and rehabilitate all poor counties ? Improve citizens' moral integrity and promote cultural progress ? Improve environmental protection ? Further modernize governance systems |
| 全會(huì)強(qiáng)調(diào)，實(shí)現(xiàn)“十三五”時(shí)期發(fā)展目標(biāo)，破解發(fā)展難題，厚植發(fā)展優(yōu)勢(shì)，必須牢固樹(shù)立并切實(shí)貫徹創(chuàng)新、協(xié)調(diào)、綠色、開(kāi)放、共享的發(fā)展理念。這是關(guān)系我國(guó)發(fā)展全局的一場(chǎng)深刻變革。全黨同志要充分認(rèn)識(shí)這場(chǎng)變革的重大現(xiàn)實(shí)意義和深遠(yuǎn)歷史意義。 | It was stressed that China should highlight and implement the concepts of innovation-driven development, balanced development, green development, open development and development for all, in order to fulfill the goals of the 13th five-year period, overcoming obstacles and sharpening its edge in development. These are profound changes that concern China's overall development. All Party members should be fully aware of the relevance and far-reaching historic importance of these changes. |

| 全會(huì)分析了當(dāng)前形勢(shì)和任務(wù)，強(qiáng)調(diào)當(dāng)前和今后一個(gè)時(shí)期，全黨全國(guó)的一項(xiàng)重要政治任務(wù)，就是深入貫徹落實(shí)全會(huì)精神，把《建議》確定的各項(xiàng)決策部署和工作要求落到實(shí)處。 | The session concludes that, based on the analysis of the current situation and targets, the most important political task for the Party and the nation is to implement the guiding principles of the session and the decisions and requirements of the proposal for the 13th Five-Year Plan according to its stated time frame. |
