| 首先，我要祝賀埃爾多安總統(tǒng)，這次安塔利亞峰會(huì)取得圓滿成功，對外釋放了二十國集團(tuán)為世界經(jīng)濟(jì)謀動(dòng)力、為各國人民謀福祉的積極信號。 | Let me begin by congratulating President Erdogan on the full success of the Antalya Summit. It has sent an encouraging signal of the G20 working together to boost the global economy and improve people's well-being all over the world. |
| 中國將于明年9月4日至5日在浙江省杭州市舉行二十國集團(tuán)領(lǐng)導(dǎo)人第十一次峰會(huì)。借此機(jī)會(huì)，我要感謝各國和國際組織對中方的支持。期待各位同事屆時(shí)出席杭州峰會(huì)。 | China will host the 11th G20 Summit from September 4th to 5th next year in Hangzhou, Zhejiang Province. It means that the cities of Hangzhou and Suzhou have beautiful sceneries that make them comparable to paradise on earth. Hangzhou is not only a renowned city of history and culture, but also a leader in innovation. I trust that the 2016 Summit will present to us a unique setting where history meets modernity. |
| 在前期同各方溝通中，中方深深感受到大家對明年峰會(huì)的期待。基于當(dāng)前形勢和各方期待，中方把2016年峰會(huì)的主題確定為“構(gòu)建創(chuàng)新、活力、聯(lián)動(dòng)、包容的世界經(jīng)濟(jì)”，希望從4個(gè)重點(diǎn)領(lǐng)域推進(jìn)明年峰會(huì)籌備工作。一是創(chuàng)新增長方式，重在推進(jìn)改革創(chuàng)新，開辟和抓住新機(jī)遇，提升世界經(jīng)濟(jì)增長潛力。二是完善全球經(jīng)濟(jì)金融治理，增強(qiáng)新興市場國家和發(fā)展中國家的代表性和發(fā)言權(quán)，提高世界經(jīng)濟(jì)抗風(fēng)險(xiǎn)能力。三是促進(jìn)國際貿(mào)易和投資，發(fā)揮其對增長的推動(dòng)作用，構(gòu)建開放型世界經(jīng)濟(jì)。四是推動(dòng)包容、聯(lián)動(dòng)式發(fā)展，力求落實(shí)2030年可持續(xù)發(fā)展議程，消除貧困，實(shí)現(xiàn)共同發(fā)展。 | Through our previous conversations with various G20 members, we have got a keen sense of people's expectations for next year's Summit. Based on an assessment of the current situation and the expectations of all parties, we have formulated the theme of the 2016 Summit as "Towards an Innovative, Invigorated, Interconnected and Inclusive World Economy". We hope to take forward the preparatory work for the Summit in the following four key areas. First, we need to transform growth patterns in innovative ways with particular focus on pursuing reform and innovation. We must create and seize new opportunities to raise the potential of global economic growth. Second, we need to improve global economic and financial governance, increase the representation and voice of emerging markets and developing countries, and enhance the capacity of the global economy to ward off risks. Third, we need to promote global trade and investment to generate growth and build an open world economy. Fourth, we need to promote inclusive and interconnected development, strive to implement the 2030 Agenda for Sustainable Development, eliminate poverty, and achieve common development. |
| 我們提出上述主題和重點(diǎn)，主要出于3方面考慮。 | Our proposal on the above theme and key areas is based on the following three observations. |
| （一）世界經(jīng)濟(jì)基本走出危機(jī)，但復(fù)蘇高度脆弱，增長動(dòng)力不足，主要經(jīng)濟(jì)體走勢和政策更趨分化。我們迫切需要找到新的增長源，推動(dòng)世界經(jīng)濟(jì)走向新一輪繁榮。 | First, although the global economy is no longer mired in crisis, the recovery remains weak and fragile for lack of growth engines. And the performances and policies of major economies continue to diverge. We are in an urgent need of new sources of growth to take the global economy to a new round of prosperity. |
| （二）近年來，全球經(jīng)濟(jì)治理改革進(jìn)展不暢，國際經(jīng)濟(jì)貿(mào)易規(guī)則加速演變。今年聯(lián)合國發(fā)展峰會(huì)、世界貿(mào)易組織第十屆部長會(huì)、氣候變化巴黎大會(huì)相繼舉行，對國際發(fā)展合作、多邊貿(mào)易體制、應(yīng)對氣候變化全球行動(dòng)作出新的規(guī)劃。我們需要采取協(xié)調(diào)一致行動(dòng)，引領(lǐng)國際經(jīng)濟(jì)合作發(fā)展方向。 | Second, reform of the global economic governance in recent years has hit a rough patch and international economic and trade rules have been fast evolving. The UN Sustainable Development Summit, the 10th WTO Ministerial Conference and the Paris Climate Conference are all on this year's global agenda, where new plans are being made for international development cooperation, the multilateral trading regime and the global campaign against climate change. We need to make coordinated and concerted efforts to guide international economic cooperation. |
| （三）二十國集團(tuán)面臨從危機(jī)應(yīng)對向長效治理機(jī)制的轉(zhuǎn)變，議題從短期問題向深層次和長期性問題延伸。二十國集團(tuán)成員協(xié)調(diào)宏觀經(jīng)濟(jì)政策和加強(qiáng)合作的必要性和難度同步增加。我們需要發(fā)揚(yáng)伙伴關(guān)系精神，促使二十國集團(tuán)順利完成轉(zhuǎn)變，鞏固作為全球經(jīng)濟(jì)治理主要平臺的地位。 | Third, G20 is now facing a transformation from a mechanism of crisis response to one of long-term governance. As its agenda items shift from short-term issues to deep-seated and longer-term ones, the necessity for and difficulty of macroeconomic policy coordination and enhanced cooperation among G20 members have both increased. We need to act in the spirit of partnership to work for the smooth transformation of G20 and the consolidation of its role as the premier forum for global economic governance. |

In preparing for the Hangzhou Summit, China will consistently follow an open, transparent and inclusive approach, and strengthen communication and coordination with all other members to jointly uphold, strengthen and develop G20. |
