| 中國(guó)的國(guó)家戰(zhàn)略目標(biāo)，就是實(shí)現(xiàn)在中國(guó)共產(chǎn)黨成立一百年時(shí)全面建成小康社會(huì)、在新中國(guó)成立一百年時(shí)建成富強(qiáng)民主文明和諧的社會(huì)主義現(xiàn)代化國(guó)家的奮斗目標(biāo)，就是實(shí)現(xiàn)中華民族偉大復(fù)興的中國(guó)夢(mèng)。中國(guó)夢(mèng)是強(qiáng)國(guó)夢(mèng)，對(duì)軍隊(duì)來(lái)說(shuō)就是強(qiáng)軍夢(mèng)。強(qiáng)軍才能衛(wèi)國(guó)，強(qiáng)國(guó)必須強(qiáng)軍。新的歷史時(shí)期，中國(guó)軍隊(duì)以中國(guó)共產(chǎn)黨在新形勢(shì)下的強(qiáng)軍目標(biāo)為總綱，毫不動(dòng)搖堅(jiān)持黨對(duì)軍隊(duì)絕對(duì)領(lǐng)導(dǎo)，始終把戰(zhàn)斗力作為唯一的根本的標(biāo)準(zhǔn)，大力弘揚(yáng)光榮傳統(tǒng)和優(yōu)良作風(fēng)，建設(shè)一支聽(tīng)黨指揮、能打勝仗、作風(fēng)優(yōu)良的人民軍隊(duì)。 | China's national strategic goal is to complete the building of a moderately prosperous society in all respects by 2021 when the CPC celebrates its centenary; and the building of a modern socialist country that is prosperous, strong, democratic, culturally advanced and harmonious by 2049 when the People's Republic of China (PRC) marks its centenary. It is a Chinese Dream of achieving the great rejuvenation of the Chinese nation. The Chinese Dream is to make the country strong. China's armed forces take their dream of making the military strong as part of the Chinese Dream. Without a strong military, a country can be neither safe nor strong. In the new historical period, aiming at the CPC's goal of building a strong military in the new situation, China's armed forces will unswervingly adhere to the principle of the CPC's absolute leadership, uphold combat effectiveness as the sole and fundamental standard, carry on their glorious traditions, and work to build themselves into a people's military that follows the CPC's commands, can fight and win, and boasts a fine style of work. |
| 在新的時(shí)代條件下，中國(guó)國(guó)家安全內(nèi)涵和外延比歷史上任何時(shí)候都要豐富，時(shí)空領(lǐng)域比歷史上任何時(shí)候都要寬廣，內(nèi)外因素比歷史上任何時(shí)候都要復(fù)雜，必須堅(jiān)持總體國(guó)家安全觀，統(tǒng)籌內(nèi)部安全和外部安全、國(guó)土安全和國(guó)民安全、傳統(tǒng)安全和非傳統(tǒng)安全、生存安全和發(fā)展安全、自身安全和共同安全。 | In the new circumstances, the national security issues facing China encompass far more subjects, extend over a greater range, and cover a longer time span than at any time in the country's history. Internally and externally, the factors at play are more complex than ever before. Therefore, it is necessary to uphold a holistic view of national security, balance internal and external security, homeland and citizen security, traditional and non-traditional security, subsistence and development security, and China's own security and the common security of the world. |
| 實(shí)現(xiàn)國(guó)家戰(zhàn)略目標(biāo)，貫徹總體國(guó)家安全觀，對(duì)創(chuàng)新發(fā)展軍事戰(zhàn)略、有效履行軍隊(duì)使命任務(wù)提出了新的需求。要適應(yīng)維護(hù)國(guó)家安全和發(fā)展利益的新要求，更加注重運(yùn)用軍事力量和手段營(yíng)造有利戰(zhàn)略態(tài)勢(shì)，為實(shí)現(xiàn)和平發(fā)展提供堅(jiān)強(qiáng)有力的安全保障；適應(yīng)國(guó)家安全形勢(shì)發(fā)展的新要求，不斷創(chuàng)新戰(zhàn)略指導(dǎo)和作戰(zhàn)思想，確保能打仗、打勝仗；適應(yīng)世界新軍事革命的新要求，高度關(guān)注應(yīng)對(duì)新型安全領(lǐng)域挑戰(zhàn)，努力掌握軍事競(jìng)爭(zhēng)戰(zhàn)略主動(dòng)權(quán)；適應(yīng)國(guó)家戰(zhàn)略利益發(fā)展的新要求，積極參與地區(qū)和國(guó)際安全合作，有效維護(hù)海外利益安全；適應(yīng)國(guó)家全面深化改革的新要求，堅(jiān)持走軍民融合式發(fā)展道路，積極支援國(guó)家經(jīng)濟(jì)社會(huì)建設(shè)，堅(jiān)決維護(hù)社會(huì)大局穩(wěn)定，使軍隊(duì)始終成為黨鞏固執(zhí)政地位的中堅(jiān)力量和建設(shè)中國(guó)特色社會(huì)主義的可靠力量。 | To realize China's national strategic goal and implement the holistic view of national security, new requirements have been raised for innovative development of China's military strategy and the accomplishment of military missions and tasks. In response to the new requirement of safeguarding national security and development interests, China's armed forces will work harder to create a favorable strategic posture with more emphasis on the employment of military forces and means, and provide a solid security guarantee for the country's peaceful development. In response to the new requirement arising from the changing security situation, the armed forces will constantly innovate strategic guidance and operational thoughts so as to ensure the capabilities of fighting and winning. In response to the new requirement arising from the worldwide RMA, the armed forces will pay close attention to the challenges in new security domains, and work hard to seize the strategic initiative in military competition. In response to the new requirement coming from the country's growing strategic interests, the armed forces will actively participate in both regional and international security cooperation and effectively secure China's overseas interests. And in response to the new requirement arising from China's all-round and deepening reform, the armed forces will continue to follow the path of civil-military integration (CMI), actively participate in the country's economic and social construction, and firmly maintain social stability, so as to remain a staunch force for upholding the CPC's ruling position and a reliable force for developing socialism with Chinese characteristics. |
| 中國(guó)軍隊(duì)有效履行新的歷史時(shí)期軍隊(duì)使命，堅(jiān)決維護(hù)中國(guó)共產(chǎn)黨的領(lǐng)導(dǎo)和中國(guó)特色社會(huì)主義制度，堅(jiān)決維護(hù)國(guó)家主權(quán)、安全、發(fā)展利益，堅(jiān)決維護(hù)國(guó)家發(fā)展的重要戰(zhàn)略機(jī)遇期，堅(jiān)決維護(hù)地區(qū)與世界和平，為全面建成小康社會(huì)、實(shí)現(xiàn)中華民族偉大復(fù)興提供堅(jiān)強(qiáng)保障。 | China's armed forces will effectively perform their missions in the new historical period, resolutely uphold the leadership of the CPC and the socialist system with Chinese characteristics, safeguard China's sovereignty, security and development interests, safeguard the important period of strategic opportunities for China's development, maintain regional and world peace, and strive to provide a strong guarantee for completing the building of a moderately prosperous society in all respects and achieving the great rejuvenation of the Chinese nation. |
| 中國(guó)軍隊(duì)主要擔(dān)負(fù)以下戰(zhàn)略任務(wù)：應(yīng)對(duì)各種突發(fā)事件和軍事威脅，有效維護(hù)國(guó)家領(lǐng)土、領(lǐng)空、領(lǐng)海主權(quán)和安全；堅(jiān)決捍衛(wèi)祖國(guó)統(tǒng)一；維護(hù)新型領(lǐng)域安全和利益；維護(hù)海外利益安全；保持戰(zhàn)略威懾，組織核反擊行動(dòng)；參加地區(qū)和國(guó)際安全合作，維護(hù)地區(qū)和世界和平；加強(qiáng)反滲透、反分裂、反恐怖斗爭(zhēng)，維護(hù)國(guó)家政治安全和社會(huì)穩(wěn)定；擔(dān)負(fù)搶險(xiǎn)救災(zāi)、維護(hù)權(quán)益、安保警戒和支援國(guó)家經(jīng)濟(jì)社會(huì)建設(shè)等任務(wù)。 | China's armed forces mainly shoulder the following strategic tasks: To deal with a wide range of emergencies and military threats, and effectively safeguard the sovereignty and security of China's territorial land, air and sea; -- To resolutely safeguard the unification of the motherland; -- To safeguard China's security and interests in new domains; -- To safeguard the security of China's overseas interests; -- To maintain strategic deterrence and carry out nuclear counterattack; -- To participate in regional and international security cooperation and maintain regional and world peace; -- To strengthen efforts in operations against infiltration, separatism and terrorism so as to maintain China's political security and social stability; and -- To perform such tasks as emergency rescue and disaster relief, rights and interests protection, guard duties, and support for national economic and social development. |
