| 1992年建交以來，中吉關(guān)系始終保持快速穩(wěn)定發(fā)展，各領(lǐng)域合作成果顯著，雙邊關(guān)系達(dá)到前所未有的高水平，發(fā)展前景廣闊。雙方秉持相互尊重、平等相待、互不干涉內(nèi)政的原則，徹底解決了歷史遺留下來的邊界問題，使1100公里的邊界線成為聯(lián)結(jié)兩國人民友誼和合作的紐帶。兩國貿(mào)易、能源、交通、電信、農(nóng)業(yè)等務(wù)實(shí)領(lǐng)域合作不斷擴(kuò)大，中國已經(jīng)成為吉爾吉斯斯坦第二大貿(mào)易伙伴國和第二大投資來源國。雙方充分尊重對(duì)方根據(jù)本國國情選擇的發(fā)展道路，在涉及彼此核心利益的重大問題上相互堅(jiān)定支持，在遭受國際金融危機(jī)和重大自然災(zāi)害時(shí)同舟共濟(jì)，是彼此信賴的好鄰居、好朋友。 | Since the establishment of diplomatic relations in 1992, China-Kyrgyzstan relations have maintained fast and steady growth. Cooperation in various fields has yielded obvious results and bilateral relations have reached an unprecedented height with bright prospect. The two sides have resolved once and for all the boundary question left over from history in the spirit of mutual respect, equality and non-interference in each other' s internal affairs, making the 1,100 km boundary a bond of friendship and cooperation between the two peoples. Practical cooperation in trade, energy, transport, telecommunications, agriculture and other areas has continued to expand. China is now Kyrgyzstan's second largest trading partner and its second biggest source of foreign investment. The two sides fully respect each other's development path chosen in light of national conditions, firmly support each other on major issues related to their respective core interests and have worked hand in hand in the aftermath of the international financial crisis and major natural disasters. As such, they are indeed each other's trustworthy neighbor and friend. |

| 答：上海合作組織成立12年來，成員國結(jié)成緊密的命運(yùn)共同體和利益共同體。面對(duì)復(fù)雜的國際和地區(qū)形勢(shì)，維護(hù)地區(qū)安全穩(wěn)定和促進(jìn)成員國共同發(fā)展，過去、現(xiàn)在乃至將來相當(dāng)長時(shí)期內(nèi)都是上海合作組織的首要任務(wù)和目標(biāo)。 | In the past 12 years since the founding of the SCO, member states have forged a close community of common destinies and shared interests. In the face of complex regional and international situation, maintaining regional security and stability and promoting common development of member states has been, is and will continue to be SCO's top priority and objective for quite a long time to come. |
| 安全上，成員國要繼續(xù)堅(jiān)定支持彼此維護(hù)國家安全和社會(huì)穩(wěn)定的努力，加大打擊“三股勢(shì)力”和毒品犯罪力度。值得注意的是，當(dāng)前，地區(qū)恐怖主義和毒品犯罪相互勾結(jié)的現(xiàn)象愈演愈烈，反恐和禁毒成為需要雙管齊下的系統(tǒng)工程。中方認(rèn)為有必要賦予上海合作組織地區(qū)反恐怖機(jī)構(gòu)禁毒職能，加強(qiáng)其綜合打擊“毒恐勾結(jié)”的能力。 | On security, member states need to continue to firmly support each other's endeavor to safeguard national security and social stability and intensify efforts to combat terrorism, separatism and extremism and drug-related crimes. What merits caution is that there is a growing tendency of terrorists and drug criminals colluding with each other in the region. Therefore, counter-terrorism and anti-narcotic efforts should be integrated with a two-pronged approach. China believes that there is a need to give the SCO Regional Counter-Terrorism Structure the function of anti-narcotics to enhance its overall ability to fight both terrorism and drug trafficking. |

The ultimate purpose of maintaining regional security and stability is to achieve common development and prosperity. Parties need to accelerate the implementation of cooperation projects in such advantageous areas as transport, energy, communications and agriculture, and expedite studies on setting up an SCO development bank to resolve project financing difficulties and address international financial risks. Moreover, the SCO needs to step up pragmatic cooperation with other multilateral mechanisms in the region to draw on each other's strengths. |

| 答：上海合作組織成立以來，政治、安全、經(jīng)濟(jì)、人文合作和國際合作邁出堅(jiān)實(shí)步伐，為維護(hù)本地區(qū)安全穩(wěn)定、促進(jìn)共同發(fā)展發(fā)揮了重要作用，顯示出勃勃生機(jī)。推動(dòng)上海合作組織更快更好發(fā)展，促進(jìn)共同目標(biāo)實(shí)現(xiàn)，已經(jīng)成為成員國共識(shí)。 | Since its inception, the SCO has taken solid steps in cooperation in political, security, economic, people-to-people and cultural fields and on the international stage. It has played an important role in maintaining regional security and stability and promoting common development, and is now brimming with vigor and vitality. It has become the consensus of member states to facilitate faster and better development of the organization and to promote the attainment of common targets. |
| 上海合作組織比什凱克峰會(huì)的舉行有兩個(gè)重要背景。一是國際和地區(qū)形勢(shì)發(fā)生新變化。世界經(jīng)濟(jì)深度調(diào)整，西亞北非局勢(shì)持續(xù)動(dòng)蕩，阿富汗問題面臨新的復(fù)雜形勢(shì)，給本地區(qū)安全穩(wěn)定、上海合作組織合作和發(fā)展帶來新挑戰(zhàn)。同時(shí)，新興市場經(jīng)濟(jì)體呈現(xiàn)出更為深厚的發(fā)展?jié)摿透鼮閺V闊的合作前景，這給上海合作組織發(fā)展帶來新機(jī)遇。二是《上海合作組織成員國長期睦鄰友好合作條約》正式生效，為成員國進(jìn)一步提高合作水平，增強(qiáng)應(yīng)對(duì)各種威脅和挑戰(zhàn)的能力，加快建設(shè)持久和平、共同繁榮的地區(qū)注入新動(dòng)力。因此，這次峰會(huì)將結(jié)合上述形勢(shì)發(fā)展變化，對(duì)本組織下一階段工作作出規(guī)劃和部署。 | The SCO Bishkek Summit will take place against two important backgrounds. First, there have been new changes in the region and the world. In-depth adjustments in global economy, persistent turmoil in west Asia and north Africa, and new complexities in the Afghanistan issue have all posed new challenges to regional security and stability and to SCO cooperation and development. At the same time, emerging economies have demonstrated greater development potential and broader prospects for cooperation. This has brought new opportunities for SCO's development. Second, the Treaty on Long-Term Good-Neighborliness, Friendship and Cooperation Between the SCO Member States, which has officially come into effect, has injected fresh impetus to member states' efforts to elevate cooperation to a higher level, improve their capacity in meeting various threats and challenges, and speed up the building of a region of lasting peace and common prosperity. In this context, the upcoming summit will make plans and arrangements for SCO's work at the next stage in line with the above-mentioned developments and changes. |
| 我認(rèn)為，推動(dòng)上海合作組織發(fā)展要繼續(xù)發(fā)揚(yáng)一種精神，即互信、互利、平等、協(xié)商、尊重多樣文明、謀求共同發(fā)展的“上海精神”。要搞好兩個(gè)建設(shè)，一是加強(qiáng)自身建設(shè)，練好“內(nèi)功”，提升合作效率和水平；二是加強(qiáng)伙伴網(wǎng)絡(luò)建設(shè)，切實(shí)推進(jìn)同觀察員、對(duì)話伙伴合作，共謀地區(qū)發(fā)展大計(jì)。要辦好三件實(shí)事，即《上海合作組織中期發(fā)展戰(zhàn)略規(guī)劃》所確定的維護(hù)安全、發(fā)展經(jīng)濟(jì)、改善民生的任務(wù)，造福成員國人民。 | I believe that to advance the development of the SCO, it is necessary to continue to carry forward the "Shanghai Spirit" that features mutual trust, mutual benefit, equality, consultation, respect for diverse civilizations and the pursuit of common development. It is important to ensure success in two areas: first, enhance self-development, improve capacity-building, and increase efficiency and level of cooperation; second, strengthen partnership network building, promote cooperation with observers and dialogue partners through concrete steps, and jointly work out regional development plans. Three tasks need to be fulfilled in real earnest, namely, maintaining security, developing the economy and improving people's wellbeing as identified in the Strategic Plan for the Medium-Term Development of the SCO, to the benefit of people of member states. |
| 在本次峰會(huì)上，我將就上述問題提出中方看法和倡議，也期待聽到同事們的寶貴意見。相信在全體成員國共同努力下，峰會(huì)將取得預(yù)期成果，為本組織發(fā)展揭開嶄新篇章。 | At the summit, I will put forth China's views and initiatives on the afore-mentioned matters and I look forward to hearing valuable opinions from colleagues. I am confident that with concerted efforts of all member states, the summit will produce expected results and open a new chapter in the development of the organization. |
