第四，我們將加強(qiáng)資源環(huán)境生態(tài)保護(hù)，努力建設(shè)天藍(lán)地綠水凈的美好家園。我一直認(rèn)為，人類文明和中國(guó)發(fā)展，與生態(tài)環(huán)境息息相關(guān)。經(jīng)濟(jì)社會(huì)發(fā)展了，生態(tài)環(huán)境也保護(hù)好了，才是真正的水平，才是對(duì)子孫后代負(fù)責(zé)。我們已經(jīng)提出了建設(shè)美麗中國(guó)的目標(biāo)。我們將高度重視認(rèn)真解決環(huán)境污染問(wèn)題，統(tǒng)籌推進(jìn)經(jīng)濟(jì)結(jié)構(gòu)調(diào)整優(yōu)化、科技創(chuàng)新驅(qū)動(dòng)發(fā)展、資源節(jié)約環(huán)境保護(hù)，要下大決心，通過(guò)長(zhǎng)期艱苦不懈努力，以治理重點(diǎn)地區(qū)PM2．5為切入點(diǎn)，實(shí)施有力有效的行動(dòng)計(jì)劃，綜合施策，區(qū)域聯(lián)動(dòng)，帶動(dòng)全國(guó)的治理工作，并逐步開(kāi)展飲用水、土壤等環(huán)境綜合整治，為人民群眾創(chuàng)造良好生產(chǎn)生活環(huán)境，為應(yīng)對(duì)全球氣候變化作出新的貢獻(xiàn)。	Fourth, we will strengthen the protection of resources, the environment and ecological systems as part of our effort to build a beautiful homeland with a blue sky, green land and clean water. I've always believed that the ecological environment is crucial to human civilization and to China's development. Economic and social development is commendable only when it is achieved together with a sound ecological environment. This is also a responsibility we shoulder for our future generations. We have already outlined the goal of building China into a beautiful country. We will attach greater importance to addressing problems resulting from environmental pollution, and strike a proper balance between optimizing economic structure, boosting development that is driven by science and technological innovation, and conserving resources and protecting the environment. We are determined to make long-term and unremitting efforts to solve the problem. We will start with reducing PM2.5 in most polluted regions. We will implement forceful action plans with a multi-pronged approach to ensure nationwide progress through coordinated regional efforts. We will take gradual steps to improve the quality of soil and drinking water, so as to ensure that our people can live and work happily and in the meantime make new contribution to the global efforts of mitigating climate change.
第五，我們將高度關(guān)注民生，不斷提高人民物質(zhì)文化生活水平。保障改善民生是中國(guó)發(fā)展的根本目的和立足點(diǎn)。我們將量力而行、盡力而為，通過(guò)發(fā)展持續(xù)改善民生，千方百計(jì)增加居民收入，深化收入分配制度改革，調(diào)整收入分配關(guān)系，逐步實(shí)現(xiàn)共同富裕。我們將實(shí)施就業(yè)優(yōu)先戰(zhàn)略，多渠道創(chuàng)造就業(yè)，保持就業(yè)形勢(shì)總體穩(wěn)定。積極推進(jìn)教育、醫(yī)療、社保、住房等領(lǐng)域基本公共服務(wù)均等化，大力推進(jìn)司法公正公開(kāi)，促進(jìn)權(quán)利、機(jī)會(huì)、規(guī)則公平，縮小貧富、城鄉(xiāng)、地區(qū)差距，不斷滿足廣大人民過(guò)上更加美好生活的新期待，實(shí)現(xiàn)經(jīng)濟(jì)發(fā)展和民生改善相互促進(jìn)的良性循環(huán)。	Fifth, we will give high priority to ensuring the people's well-being and improving their material and cultural lives. Ensuring and improving people's well-being is the fundamental purpose of China's development. We will do our very best to improve people's livelihood through development, make every effort to increase household income, deepen reform of income distribution system, readjust the relationship of income distribution and gradually achieve common prosperity. We will implement the strategy of giving top priority to employment, encourage the practice of creating employment through multiple channels and forms, and ensure employment stability. We will strive to create equal access to basic public services in areas such as education, healthcare, social security and housing. We will administer justice impartially and increase the transparency of judicial operation; promote the equity of rights, opportunities and rules; narrow the gap between rich and poor, urban and rural, and reduce regional disparities, so as to turn the people's aspirations for a better life into reality and achieve a virtuous circle of economic growth and the improvement of people's well-being.
第六，我們將全面深化改革開(kāi)放，做到改革不停頓、開(kāi)放不止步。實(shí)踐充分證明，改革開(kāi)放是當(dāng)代中國(guó)發(fā)展進(jìn)步的根本動(dòng)力，沒(méi)有改革開(kāi)放，就沒(méi)有中國(guó)的今天，只有堅(jiān)持改革開(kāi)放，才有中國(guó)美好的明天。我們將把加強(qiáng)改革頂層設(shè)計(jì)與鼓勵(lì)基層積極探索有機(jī)結(jié)合起來(lái)，突出重點(diǎn)領(lǐng)域、關(guān)鍵環(huán)節(jié)、重大問(wèn)題，整體漸進(jìn)和局部突破相結(jié)合，自上而下強(qiáng)力推動(dòng)，積小勝為大勝。我們將著力形成全國(guó)統(tǒng)一的市場(chǎng)體系，創(chuàng)造公平公正公開(kāi)的市場(chǎng)規(guī)則和環(huán)境，促進(jìn)各種所有制各類企業(yè)在競(jìng)爭(zhēng)中優(yōu)勝劣汰，深化行政體制、財(cái)稅、金融、投資、國(guó)企、價(jià)格等方面改革，使各方面制度更加成熟更加定型。大家可能注意到，中國(guó)新一輪改革大幕已經(jīng)拉開(kāi)，新一屆政府成立兩個(gè)多月，就已經(jīng)取消和下放了133項(xiàng)行政審批事項(xiàng)，下一步我們將積極有序有效地推進(jìn)，繼續(xù)向市場(chǎng)、社會(huì)、企業(yè)放權(quán)，在更大程度、更廣范圍發(fā)揮市場(chǎng)在資源配置中的基礎(chǔ)性作用。	Sixth, we will deepen reform and opening-up across the board and never cease to reform or open up. Practices show that reform and opening-up are the essential driving force behind China's development today. Had it not been for the reform and opening-up policy, the Chinese nation would never have been where it is today. Only by sticking to reform and opening-up can China have a bright future. We will integrate top-level design for reform with individual and community-level initiatives, underscore key areas and links as well as major issues, encourage breakthroughs in necessary areas while ensuring an overall gradual approach, forcefully pursue reform in a top-down manner, and make sure that every minor victory adds to our final triumph. We will form a unified market system, create a set of fair, equal and open market rules and an environment for all types of companies of different ownership structures to compete fairly. Reform of the administrative systems, fiscal and taxation, finance, investment, state-owned enterprises and pricing mechanisms will be deepened so that the systems of each area can be more mature and well-established. You may have noticed that a new round of reform measures has been unleashed in China. In less than three months since taking office, the new government of China has canceled or delegated to lower levels 133 items concerning business operation that needed central administrative approval. We will continue to do so and give more power to the market, society and enterprises. We will leverage to a greater extent and in a wider scope the basic role of the market in allocating resources.
我們將全方位擴(kuò)大開(kāi)放，以更加寬廣的視野、海納百川的胸懷，吸收借鑒人類社會(huì)一切文明成果。實(shí)施更加積極主動(dòng)的開(kāi)放戰(zhàn)略，進(jìn)一步完善互利共贏、多元平衡、安全高效的開(kāi)放型經(jīng)濟(jì)體系。堅(jiān)持進(jìn)口和出口并重，在優(yōu)化出口結(jié)構(gòu)的同時(shí)，更加重視擴(kuò)大進(jìn)口，推動(dòng)對(duì)外貿(mào)易平衡發(fā)展。我們堅(jiān)決反對(duì)各種形式的貿(mào)易保護(hù)主義，促進(jìn)貿(mào)易和投資自由化便利化。	China is committed to further opening up across the board. The Chinese nation, more open-minded and with a broader vision, will vigorously absorb and learn from other civilizations. China will embrace a more active strategy to open up its market and try to build an open economic structure that is mutually beneficial, diversified yet balanced, safe and highly efficient. To achieve balanced foreign trade growth, we will attach equal importance to imports and exports and make sure that we expand imports while optimizing exports. We are firmly opposed to protectionism of all forms, and stand for liberalization and facilitation of trade and investment.
女士們、先生們！	Ladies and Gentlemen,
中國(guó)的發(fā)展離不開(kāi)世界，世界的繁榮穩(wěn)定也需要更多的中國(guó)元素，一個(gè)和平發(fā)展、蓬勃發(fā)展的中國(guó)，將給世界各國(guó)帶來(lái)更多的合作機(jī)會(huì)、更廣闊的市場(chǎng)空間。截至2012年底，中國(guó)累計(jì)批準(zhǔn)外商投資企業(yè)74萬(wàn)多家，外商直接投資超過(guò)1．2萬(wàn)億美元，《財(cái)富》500強(qiáng)企業(yè)中已有400多家來(lái)華投資。隨著中國(guó)經(jīng)濟(jì)的持續(xù)健康發(fā)展，將不斷釋放出巨大的消費(fèi)和投資需求，給國(guó)外投資者帶來(lái)更多的合作機(jī)會(huì)。預(yù)計(jì)今后五年，中國(guó)將進(jìn)口10萬(wàn)億美元左右的商品，對(duì)外投資規(guī)模達(dá)到5000億美元，出境旅游人數(shù)超過(guò)4億人次。我們將一如既往地歡迎和鼓勵(lì)各國(guó)企業(yè)來(lái)華投資興業(yè)，保護(hù)好投資者的合法權(quán)益，為各國(guó)企業(yè)提供分享中國(guó)改革紅利發(fā)展成果的機(jī)會(huì)。	To ensure growth, China needs the world, and the prosperity and stability of the world requires more of China's participation. A China pursuing peaceful and robust development will bring more opportunities for cooperation and an even bigger market for all countries. By the end of 2012, China had approved more than 740,000 foreign-invested companies, whose combined direct investment in China had surpassed 1.2 trillion U.S. dollars. More than 400 of the Fortune 500 companies have invested in China. The sound and ever-expanding Chinese economy will unleash great consumption and investment potential, and provide more opportunities for cooperation for foreign investors. It is expected that in the next five years China will import a total of 10 trillion U.S. dollars worth of goods, and invest 500 billion U.S. dollars in foreign countries. Chinese tourists are expected to make 400 million trips overseas. We will continue to welcome and encourage foreign entrepreneurs and companies to start their business operations in China. We will protect the legitimate rights of investors, and provide opportunities for them to share the benefits brought about by China's development as well as its reform and opening-up.
女士們、先生們！	Ladies and Gentlemen,
出席這次論壇的各位跨國(guó)公司領(lǐng)導(dǎo)人和各位來(lái)賓，是國(guó)際經(jīng)濟(jì)活動(dòng)的重要參與者和推動(dòng)者，你們開(kāi)展同中國(guó)的互利合作、廣泛交流，為中國(guó)經(jīng)濟(jì)發(fā)展作出了重要貢獻(xiàn)。距今天會(huì)場(chǎng)不到60公里的地方，有一座世界上年代最久遠(yuǎn)的水利工程，這就是建成于2300多年前的都江堰，它為四川人民帶來(lái)的福祉綿延千年，目前仍灌溉著上千萬(wàn)畝農(nóng)田。都江堰的故事告訴我們，正確的投資，功在當(dāng)代，利在千秋。讓我們共同攜起手來(lái)，深化合作，互利共贏，造福人類，惠及未來(lái)。	Leaders of multinational corporations and other distinguished guests participating in this forum are all important players and facilitators of global economic activities. You have conducted mutually beneficial cooperation and wide exchanges with China and contributed significantly to China's economic growth. Less than 40 miles from today's venue lies the world's oldest water conservation project, known as Dujiangyan. Built more than 2,300 years ago, the ancient project has brought blessings to the people of Sichuan for thousands of years, irrigating an immense area of arable land to this day. The story of Dujiangyan tells us that right investment will generate both immediate and long-term benefits. So let us join hands and work together to enhance cooperation for our mutual benefit and the benefit of our future generations.

中國(guó)的新未來(lái)、人民的新期待，激勵(lì)我們堅(jiān)忍不拔、自強(qiáng)不息。“長(zhǎng)風(fēng)破浪會(huì)有時(shí)，直掛云帆濟(jì)滄海。”我們決心以鄧小平理論、“三個(gè)代表”重要思想、科學(xué)發(fā)展觀為指導(dǎo)，在以習(xí)近平同志為總書(shū)記的黨中央領(lǐng)導(dǎo)下，團(tuán)結(jié)一致，開(kāi)拓創(chuàng)新，為全面建成小康社會(huì)、實(shí)現(xiàn)中華民族偉大復(fù)興的中國(guó)夢(mèng)而努力奮斗！	The hope for China's new future and renewed expectation of the people all inspire us to persevere and be resolute in our work. As an old Chinese poem reads, "A time will come for me to brave the wind and waves, and I will seize that opportunity to cross the vast ocean." We will steadfastly follow the guidance of Deng Xiaoping Theory, the important thought of Three Represents and the Scientific Outlook on Development, work under the leadership of the CPC central Committee led by General Secretary Xi Jinping, unite as one and make pioneering and innovative efforts to build a moderately prosperous society in all respects and realize the Chinese dream of achieving the great renewal of the Chinese nation.
