| 進(jìn)入二十一世紀(jì)以來(lái)，中國(guó)共產(chǎn)黨和中國(guó)政府帶領(lǐng)全國(guó)人民在建設(shè)中國(guó)特色社會(huì)主義的偉大征程上，不斷將中國(guó)人權(quán)事業(yè)的發(fā)展向前推進(jìn)。 | Since the arrival of the 21st century, the Chinese people have been making constant efforts in advancing human rights protection along the path of building socialism with Chinese characteristics under the leadership of the Communist Party of China (CPC) and the Chinese government. |
| 尊重和保障人權(quán)是中國(guó)共產(chǎn)黨和中國(guó)各級(jí)國(guó)家機(jī)關(guān)的意志和行動(dòng)。繼“人權(quán)”分別莊嚴(yán)載入中國(guó)憲法、國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展規(guī)劃及中國(guó)共產(chǎn)黨黨章之后，2012年11月召開(kāi)的中國(guó)共產(chǎn)黨第十八次全國(guó)代表大會(huì)又將“人權(quán)得到切實(shí)尊重和保障”確立為全面建成小康社會(huì)的奮斗目標(biāo)之一。中國(guó)政府還發(fā)布了《國(guó)家人權(quán)行動(dòng)計(jì)劃（2009－2010年）》和《國(guó)家人權(quán)行動(dòng)計(jì)劃（2012－2015年）》，并對(duì)《國(guó)家人權(quán)行動(dòng)計(jì)劃（2009－2010年）》的實(shí)施情況進(jìn)行了評(píng)估。中國(guó)人權(quán)事業(yè)的發(fā)展進(jìn)入了有計(jì)劃、持續(xù)穩(wěn)健、全面推進(jìn)的新階段。 | It has been the will and action of the CPC and state organs at all levels to respect and protect human rights. After the concept of "human rights" was successively enshrined in China's Constitution, national economic and social development plans and the CPC Constitution, the 18th National Congress of the CPC, held in November 2012, set "respect for and protection of human rights" as one of the goals in the drive for building a moderately prosperous society in all respects. The Chinese government issued the National Human Rights Action Plan of China (2009-2010) and the National Human Rights Action Plan of China (2012-2015), and reviewed the implementation of the National Human Rights Action Plan of China (2009-2010). The cause of human rights in China has entered a stage of planned, sustainable, steady and comprehensive development. |
| 堅(jiān)持科學(xué)發(fā)展，促進(jìn)社會(huì)和諧，改善人民生活，增進(jìn)人民福祉，是中國(guó)共產(chǎn)黨和中國(guó)政府治國(guó)理政的基本遵循和主要原則。在以人為本、全面協(xié)調(diào)可持續(xù)發(fā)展的科學(xué)發(fā)展觀指導(dǎo)下，中國(guó)將人權(quán)事業(yè)的發(fā)展與經(jīng)濟(jì)建設(shè)、政治建設(shè)、文化建設(shè)、社會(huì)建設(shè)和生態(tài)文明建設(shè)相結(jié)合，把保障人民的生存權(quán)、發(fā)展權(quán)放在首位，努力促進(jìn)經(jīng)濟(jì)、社會(huì)和文化權(quán)利與公民、政治權(quán)利的全面、協(xié)調(diào)發(fā)展。經(jīng)過(guò)多年不懈努力和奮斗，中國(guó)的人民生活水平、民主建設(shè)水平、依法治國(guó)水平、文化發(fā)展水平、社會(huì)保障水平、環(huán)境保護(hù)水平，都邁上了一個(gè)大臺(tái)階。 | In governance, the CPC and the Chinese government follow the fundamental and major principle of pursuing scientific development, promoting social harmony, improving the people's livelihood and promoting the wellbeing of the people. Guided by the Scientific Outlook on Development which puts people first and aims at comprehensive, balanced and sustainable development, China combines its human rights endeavors with economic, political, cultural, social and ecological construction, prioritizes the people's rights to subsistence and development, and endeavors to promote the comprehensive and balanced development of their economic, social and cultural rights as well as their civil and political rights. After years of unremitting efforts, China has stepped up to a higher level in the people's living standard, democracy, rule of law, cultural development, social security and environmental protection. |
| 中國(guó)是一個(gè)發(fā)展中的大國(guó)，人口眾多，區(qū)域差異較大，資源有限，環(huán)境和生態(tài)保護(hù)壓力大，發(fā)展中不平衡、不協(xié)調(diào)、不可持續(xù)問(wèn)題依然突出。國(guó)家各項(xiàng)事業(yè)發(fā)展中關(guān)系人民群眾切身利益的問(wèn)題還較多，需要繼續(xù)付出艱苦努力加以解決。在中國(guó)，實(shí)現(xiàn)更高水平的人權(quán)保障，任務(wù)依然十分繁重。 | China is a developing country with a vast population and fraught with larger regional differences and resource, environmental and ecological strains as well as conspicuous problems from unbalanced, uncoordinated and unsustainable development. Arduous efforts are still to be made to solve the numerous problems in the development of various undertakings that bear on the people's vital interests. It remains a tough task for China to better protect its people's human rights. |
