A Letter to International Friends in Hubei

Dear international friends in Hubei,
We would like to extend our greetings to you and your family on theoccasion of the Spring Festival. In response to the outbreak of pneumoniacaused by the novel coronavirus (2019-nCoV), Hubei Provincial People’sGovernment has activated Level I public health emergency response. Under thedirection of the CPC Central Committee and the State Council,Hubei hasspared no efforts in the fight against epidemic to curb the spread of thevirus. The CPC Hubei Provincial Committee and Hubei Provincial People’s Governmentare deeply concerned about your well-being. For the health of you and yourfamily, you are kindly requested to follow the Law on the Prevention and Control of Infectious Diseases of the People’sRepublic of China and other relevant laws and regulations, and the callsof the CPC Central Committee and the State Council by cooperating in thefollowing areas:
I. Seek helpin times of need
Foreign affairs offices at all levels open 24-hour hotlines for expats inthe province (the list of hotlines has already been put on media outlets). Youmay call for information and assistance. Please feel free to contact us whenyou are in need.
II. Followofficial updates
Hubei Provincial Headquarters on Epidemic Prevention and Control hasestablished a platform named “Hubei Release”, to update accurate andauthoritative information about epidemic prevention and control on a dailybasis. Please follow the international column on Hubei Daily App, “ChangjiangCloud” and other media outlets for the latest updates. Keep calm and avoidbelieving and spreading false and unverified information.
III. Minimizeoutdoor activities
Avoidcrowded places, parties and group activities. Properly wear a mask (preferablya surgical mask) if you have to go outside.
IV. Focus onepidemic prevention
Keep goodpersonal hygiene by washing your hands more frequently with soap oralcohol-based sanitizer. Avoid close contact with anyone with cold or flu-likesymptoms. Properly dispose used masks. Maintain ventilation and keep roomsclean. Avoid close contact with wild animals or birds and make sure eggs andmeat are thoroughly cooked before consumption.
V. Seekprompt medical attention
Pleasemonitor your health condition closely and work with government or communitypersonnel or medical staff if they inquire about your condition. If you have any symptomsof fever, cough, shortness of breath, or fatigue, please go to a designatedhospital with a mask on.
Dearinternational friends, Hubei is our home. In the time of difficulties, we needto stand in unity and solidarity to protect and defend our home. Withconfidence and courage, we can win the battle againstthe epidemic.

親愛的外籍朋友，您好！值此新春佳節(jié)之際，我們謹(jǐn)向您和您的家人致以節(jié)日的祝福！
針對當(dāng)前新型冠狀病毒感染的肺炎疫情，湖北省已啟動了突發(fā)公共衛(wèi)生事件一級應(yīng)急響應(yīng)。湖北省在黨中央、國務(wù)院的統(tǒng)一部署下，正在全力以赴抗擊疫情，遏制病毒的擴散和蔓延。省委、省政府十分關(guān)心在鄂外籍人士的身體健康，和面臨的困難，為了您和家人的身體健康，共克時艱，根據(jù)《中華人民共和國傳染病防治法》等相關(guān)法律法規(guī)的要求和黨中央、國務(wù)院的決策部署，請您務(wù)必配合做好以下工作：

二、關(guān)注權(quán)威信息
湖北省新型冠狀病毒感染的肺炎疫情防控指揮部已開設(shè)“湖北權(quán)威發(fā)布”平臺，每日及時發(fā)布關(guān)于本次疫情的準(zhǔn)確、權(quán)威信息，您可以從《湖北日報》客戶端涉外專欄、長江云等媒體及時獲取。避免恐慌，不信謠不傳謠。
三、盡量減少外出
避免前往人員密集的場所，減少聚會聚餐等集體活動。若必須前往，請正確佩戴口罩，首選醫(yī)用外科口罩。
四、做好自我防護
保持良好的衛(wèi)生習(xí)慣，注意手衛(wèi)生，勤洗手，使用洗手液或者含有酒精的濕巾。不與疑似流感患者接觸。廢棄口罩按規(guī)定規(guī)范投放。適當(dāng)開窗通風(fēng)，注意保持室內(nèi)環(huán)境衛(wèi)生。避免接觸任何野生動物或禽類動物，肉類和蛋類請徹底煮熟后食用。
五、及時就醫(yī)診治
持續(xù)觀察自己的健康狀況。如果有政府、社區(qū)工作人員、醫(yī)務(wù)人員詢問您的情況，請您積極配合他們的工作。若出現(xiàn)發(fā)熱、咳嗽、胸悶、乏力等癥狀，請佩戴口罩，就近到我省定點醫(yī)療機構(gòu)就診。
各位外國朋友，在這危機關(guān)頭，湖北是我們共同的家園。讓我們眾志成城，守望守護，以必勝的信心和勇氣，共同打贏這場偉大的戰(zhàn)役。
