At its Eighteenth National Congress the CPC set forth the objectives for the decisive stage of finishing building a moderately prosperous society in all respects, described the bright prospects for realizing China’s dream of achieving the great rejuvenation of the Chinese nation, and assigned greater responsibilities and a larger mission to the CPPCC. The CPPCC should hold high the great banner of socialism with Chinese characteristics, and follow the guidance of Deng Xiaoping Theory, the important thought of Three Represents and the Scientific Outlook on Development. In accordance with the strategic plan of the Party’s Eighteenth National Congress, the CPPCC should adhere to the themes of unity and democracy; conscientiously perform its functions of political consultation, democratic oversight, and participation in the deliberation and administration of state affairs; more actively and willingly serve development in a scientific way, promote social harmony and strengthen its self-improvement; and make new and greater contributions to finishing building a moderately prosperous society in all respects.

1. Thoroughly studying and implementing the guiding principles of the Eighteenth National Party Congress

We should effectively carry out education in socialism with Chinese characteristics; acquire a profound understanding of the salient themes, essence and strategic arrangements of the Eighteenth National Party Congress; and further enhance our confidence in the path, theories and system of socialism with Chinese characteristics. In light of the situation and tasks of the new CPPCC National Committee, we should intensify the training of its members, especially new members, in a targeted manner. On the basis of studying and understanding all the guiding principles of the Eighteenth National Party Congress, we should focus on studying and understanding the Party’s new thinking and requirements concerning the united front and the CPPCC and apply them in our political consultation and deliberation of state affairs. We should integrate studying and implementing the guiding principles of the Eighteenth National Party Congress with performing the functions of the CPPCC, and incorporate them into our work plans and specific measures for carrying out our work.

2. Offering advice for spurring development in a scientific way and promoting social harmony

Focusing on the theme of promoting development in a scientific way and the main task of accelerating the change of the growth model during the Twelfth Five-Year Plan period, we should carry out in-depth inspections and investigations and make suggestions and proposals on major issues concerning promoting socialist economic, political, cultural, social, and ecological progress and deepening reform and opening up for the purpose of providing reference information for the Party and government to make scientific and democratic policy decisions. We should strengthen innovation in investigations and studies, and coordinate the strength of the democratic parties, federations of industry and commerce, special committees of the CPPCC National Committee, sectors of society and local CPPCC committees to improve the quality of our proposals. We should conscientiously implement the Party’s policies on religion and ethnic groups, and pay attention to and report on the wishes and demands of the democratic parties, people’s organizations and people of all China’s ethnic groups from all walks of life. We should actively assist the Party and government in the work of getting the people to voice their demands, coordinating their interests, and safeguarding their rights and interests. We should promote harmony in relations between political parties, between ethnic groups, between religions, between social strata, and between our compatriots at home and abroad.

3. Giving impetus to improving the system of socialist consultative democracy

We should earnestly implement the CPC Central Committee’s rules on incorporating political consultation into the decision-making process and conducting consultation before and at the time decisions are made. We should assist Party committees and governments in effectively using the CPPCC as a conduit for conducting consultations with the democratic parties, people’s organizations and people of all China’s ethnic groups from all walks of life. We should get the CPPCC to better play its role as an important channel for promoting consultative democracy. We should enrich the forms of consultation, improve the consultative system, expand the channels and platforms for the orderly participation of all sectors of society in political affairs, and promote the extensive, multilevel and institutionalized development of consultative democracy. We should deepen theoretical research, publicity and education on consultative democracy; actively foster consultative culture; create a good environment for consultation; and strive to improve its quality and performance.

4. Further strengthening unity and friendship with our compatriots in Hong Kong, Macao and Taiwan and with overseas Chinese

We should unwaveringly implement the principle of “one country, two systems,” under which the people of Hong Kong govern Hong Kong and the people of Macao govern Macao and both regions enjoy a high degree of autonomy, and the two regions’ basic laws. We should maintain a close contact with CPPCC National Committee members from Hong Kong and Macao, and get them to fully play their positive role in developing the economy, improving people’s wellbeing, advancing democracy, and promoting harmony in their special administrative regions and the country’s agenda. We should comprehensively enhance our exchanges, dialogue and cooperation with all sectors of society in Taiwan; cultivate more common interests; increase a common sense of national identity; cultivate consanguineous feelings toward each other; and constantly consolidate and deepen the political, economic, scientific and technological, cultural, and social foundation for peaceful growth of cross-Straits relations. We should carry out the Party’s policy on overseas Chinese affairs, protect their interests, and support overseas Chinese, returned overseas Chinese and their relatives in viewing favorably and taking part in our endeavor to modernize and peacefully reunify China.

5. Continuing to deepen friendly foreign relations

We should create new channels for our foreign exchanges, expand their scope, and improve their mechanisms on the basis of China’s overall arrangements for diplomatic work so as to actively create an external environment favorable to national development. We should exchange high-level visits with foreign countries and strengthen bilateral and multilateral exchanges with their peer institutions and international organizations. We should enrich the CPPCC’s public diplomacy and intensify our work related to congresses and parliaments, media, think tanks and the general public of other countries. We should continue to make full use of the role of important platforms including the 21st Century Forum, and support the China Economic and Social Council and the Chinese Committee on Religion and Peace in playing a positive role in our foreign exchanges.

6. Actively promoting innovation and development of the CPPCC’s work

We should further deepen unity and cooperation among political parties. We should create new ways and paths to take full advantage of the CPPCC’s inclusiveness. We should work hard to improve the overall quality of National Committee members, strengthen the work of special committees, and make the bodies of the National Committee better able to provide government affairs services and carry out overall planning and coordination. We should deepen theoretical research on the CPPCC. We should continue to effectively perform the CPPCC’s functions of political consultation, democratic oversight, and participation in the deliberation and administration of state affairs. We should further improve the work mechanisms for submitting proposals, conducting inspection tours and reporting on social conditions and popular sentiment. We should strengthen ties with local CPPCC committees. We should vigorously improve our work style and conscientiously implement the eight rules of the CPC Central Committee on improving work style and maintaining close contact with the people. We should effectively carry out the campaign to teach and practice the Party’s mass line, with the focus on working in the people’s interests, and being pragmatic, honest and upright, and adopt a fine work style to make the work of the CPPCC more scientific.

The future of China is bright and beautiful and the prospects for the rejuvenation of the Chinese nation are glorious. Let us rally closely around the CPC Central Committee with Comrade Xi Jinping as General Secretary; hold high the great banner of socialism with Chinese characteristics; follow the guidance of Deng Xiaoping Theory, the important thought of Three Represents and the Scientific Outlook on Development; come together; surmount difficulties; and work hard and unremittingly to finish building a moderately prosperous society in all respects and achieve new victories for socialism with Chinese characteristics.
