In Hong Kong, Leung was viewed as the first person who adhered to and advocated the policy of "exchanging with the mainland". As chairman of the Hong Kong Coalition of Professional Services, Leung took the lead in instigating 10 professional bodies and over 50,000 professionals in Hong Kong to strengthen exchanges with the mainland.

Leung has advocated on many occasions that competitiveness between countries not only lies in a state’s comprehensive national strength, but also in the right to formulate international competition rules. Expertise is critical. Chinese mainland professionals must be created before it China can enter into competition with its international counterparts. In this regard, Hong Kong plays an important role. It's gratifying that after years of effort, mutual recognition of qualifications in some fields has been reached; the liberalization of the mainland market realized; and joint operation among Hong Kong professionals achieved.

Furthermore, Leung has a higher goal: promoting Hong Kong's position in overall national development. Hong Kong seems to be always positioning its development after its return to China. With the progress of globalization, Hong Kong's position in China and the global economy has changed. The local government has proposed its goal to build Hong Kong into a regional financial center, with which Leung agrees. However, he believes that this alone is not enough. "With the sound market mechanism and capable professionals, Hong Kong can contribute more to China," remarked Leung.

Leung owes his sense of patriotism to his father, who came to Hong Kong from Shandong Province in the Chinese Mainland. Leung said he learned loyalty, virtue and morality from his father.
