Guided by Deng Xiaoping Theory, "The Three Represents" thoughts, economy in Guizhou has been in rapid growth by implementing Scientific Outlook on development. 2011 saw a faster growth in its social and economic development, with a quick economic transformation, improved living standard, a strong momentum of development. The main objectives and tasks set up at the beginning of the year were basically realized. This laid a solid foundation for the development of the 12th Five-year Plan with a great starting. Our achievements are to be summarized as the following:

Rapid Economic Development

The regional GDP was assumed to be 5 7 0.2 billion Yuan with 110 billion Yuan added, up 15%, 2.2 percent higher than the previous year. The investment in fixed assets reached 510 billion Yuan up 60%, with the added value of 191.4 billion Yuan, which has drew the economic growth up by 10%. The saving deposits in banking institutions reached 877.1 billion Yuan, the loans deposit 687.6 billion Yuan, an increase of 140 billion and 112.4 billion Yuan respectively over the beginning of this year. The fiscal revenue rose by 37% to 133 billion Yuan, and the general budget revenue rose by 44.9% to 77.3 billion Yuan. The various tax revenues were 108 billion Yuan, and the average budgetary expenditures 224.4 billion Yuan, an increase of 61. 3 billion Yuan over the previous year. The key economic indicator presents the highest rise in the recent 20 years, with several important indexes up to 100 billion Yuan.

Faster Adjustment and Transformation

Industrial added value reached 1969.7 billion, up by 21.1%, with its contribution rate to the economic development being 46.5%. The secondary industry accounted for 40.9% of GDP, an increase of 1.8% over the previous year. The profits of medium and large-scaled industrial enterprises reached 33.1 billion Yuan, up 27.5 %. New breakthrough has been made in industrial zone, where the industrial added value of 38.5 billion has been achieved, accounting for 19.5 % of Guizhou industrial added value. The industry strictly follows the concept of cluster, concentration and intension. The proportions of animal husbandry and special industrial crops added value in agricultural one have been increased by 1.5 and 2.3 % respectively. The tertiary industry added value rose by 14.2% to 2 6 4 1．6 billion Yuan; the gross income in tourism rose by 34.7% to 142.9 billion Yuan. The forest coverage increased by 41.5 %. The energy consumption of the unit GDP and the total discharge of main pollutants are controlled within the national limits.

2011 has witnessed a series of conferences and events successfully held in Guizhou, which included 2011 Eco Civilization & Guiyang Meeting; the 1st China Guizhou International Wine Fair & 2011 China Guiyang Investment and Trade Fair; the National Private Enterprises & Guizhou Development. Other events like attracting investments from outside were organized. Apart from those, extensive efforts were made to improve the social and economic development by promoting the construction of a ruling-by-law government, enhancing auditing and administrative supervision. The charges of the provincial department administrative and non administrative permissions, and non-profit-making service dropped respectively by 59％，52％ and 27.4％. With an optimizing investment environment now taking its shape, the fully funded projects imported from outside rose by 152% to 250 billion Yuan.

Improved Living Standard

The investment of 65 billion Yuan was carried out in the Ten Livelihood Projects, completely achieving the annual objectives and tasks, among which 31,000 people were helped in relocation; and the rural population in poverty reduced 600,000. A total of 280,000 new jobs were created in urban areas, an increase of 61,000 over the previous year. The unemployment rate on record in urban areas was 3.7 %. The per-capita disposable income of urban residents is 16,500 Yuan; and the per-capita net income of rural people 4200 Yuan, respectively rose by 12% and 15% in real terms. .The average life expectancy increased to 73. 45 years

A Satisfactory Social and Spiritual Change

A positive change appears. Under the new guidelines of the central government, we follow the scientific development principle, seek unity in thinking through rapid development, and maintain strong confidence, open-minded with broader visions. We are required to nourish the strong senses of entrepreneurship, innovation and excellence-creating, improve the working style, and enhance the work efficiency. A favorable and promising environment has now been created During the past year, Guizhou, under the guideline of Development, Unity and Efforts chosen by the Provincial Party Committee, adhered to the major theme of "accelerating development and transformation for a leap", the in-depth implementation of industrialization and provincial urbanization with the "three synchronization", and we effectively protected and improved people's livelihood, the following seven areas are what we have done:

(1) To expand the investment in fixed assets, and the acceleration of industrial economic development

We put great efforts to solve the problems on financing. We established the provincial government Finance Office. Guizhou Water Investment Company Ltd., Guizhou Industrial Investment Company, Guiyang Rural Commercial Bank and a number of village banks were founded, and we supported the refinancing of listed companies. We effectively support certain key projects' land construction. The fixed asset investment per capita reached 14,700 Yuan. We focused on the expansion on industrial investment, and 182 billion Yuan of investment were completed, with an increase of 69.5%. We vigorously readjusted the industrial structures, clearly speeded up the cultivation and development for key industries, industrial development planning, we held Development Conference for such industries as liquor, tobacco. We improved economic dispatch, and strove to improve the support capability of the factors of production, and earnestly safeguarded the smooth operation of the industrial economy. We introduced the policies and measures to accelerate the development of private economy, and started implementations of the private economy to "a three-year double" plan. The private economy accounted for 36.9% of GDP, increased by 1.9 percentage points over the previous year.

(2) To put great efforts helping people tide over natural disasters and protected their production and living order

We set unblocked road system, people's livelihood, security and stability as the primary task against the freezing disaster, and we set the urban and rural drinking water safety, increase farmers' income as a goal to against the drought, the whole province mobilized together and went all out to achieve the victory of the disaster relief. We solved the drinking water problems for 7475 million people. On the occasion of serious impact of the severe drought to farmers' income, we vigorously implemented the "Top Ten to help farmers increase income measures" in a timely manner to adjust the planting structure, accelerate the development of rural tourism, and to protect the steady growth of farmers' income. Because of the drought which led to lost generating capacity by water power stations, coal highlighted the contradiction between supply and demand, the province of the grid once faced a red warning practical difficulties, we suggested the measures on coal electricity production and supply for emergencies to adjust the tariff to ensure that the province stability in power supply. The Coal stockpiles rose to 64 million tons from the lowest 10.2 million tons, the province electricity supply increased by 10.9%. We prepared and started the implementation of "Overall planning of disaster recovery and reconstruction for Wangmo County", and the comprehensive management of hidden dangers of geological disasters.

(3) To strengthen the infrastructure construction, and to improve the conditions for development

We completed 70 billion Yuan of investment for traffic construction. 516 kilometers for new expressway construction, which made the total mileage is up to 2023 kilometers; include 613 kilometers for new constructing projects, and 2680 kilometers are in the construction process. Rural and village road construction were speeded up. The Huangzhi railway was put into operation, the total kilometers of railway mileage is 2066 kilometers, and including 1848 kilometers are in the construction process. The Longdongbao International Airport Expansion Project Phase II, and the Xinzhou, Bijie, Liupanshui airport constructions are progressing smoothly, we started 34 new flight routes for 8 new navigable cities. We completed 15 billion investments for the water conservancy. We started 20 medium-sized backbone water supply projects, we completed 9 projects of Ziqian Phase I plan, 800 thousand units of area for smoke-water supporting projects and 400 motor-pumped wells, which made 1300 thousand units of area the effective irrigation area, we solved the problem of drinking water safety for 325 million people in rural area. We completed 5.5 billion of investments for communications infrastructure. And 17 billion Yuan of investments in power grid construction and transformation are completed, and there are more than 90% villages that finished the power grids transformation.

(4) To strengthen the urban and rural planning and construction, and to coordinate the development of urban and rural area

We completed the preparation of "Guizhou Province Urban System Planning (2010-2030)" and "the strategic plan of Central Guizhou Economic Zone of the spatial development", we prepared and started the implementation of "Guizhou Province 'twelfth five-year plan' for the development of urbanization". We achieved the full coverage for the central cities recent regulatory detailed planning of the built-up areas, we had further planning for rural areas further urban infrastructure. The State Council approved the establishment of Bijie and Tongren two cities. We launched provincial comprehensive supplementary reforms for urban and rural areas. And the rural environment intensified urbanization rate has reached to 35%, increased by 1.2 percentage points over the previous year.

(5) To adhere to the priority of education development first, to promote the progress of social undertakings

We expanded and built 300 villages and towns public kindergartens and accelerated the constructions for rural boarding schools, we pushed forward the renovation projects for compulsory education in the weak areas, and we achieved school canteens constructions for each rural primary and secondary school. We paid 758 million Yuan for rural families living in difficult boarders. We increased the intensity of ordinary high school and vocational school constructions. Huaxi Universities Area's full construction in advance, the completion of expansion project phase I of Guizhou University. We held the provincial science and technology conference, a number of Key Laboratory of Engineering, Technology Research Center, and academician workstation were added, the patents granted increased by 1.6 ‰. Such cultural infrastructure construction as the press, publishing, radio, television, film, literature and art were speeded up. We successfully held the Ninth National Traditional Ethnic Minority Sports Meeting. The new rural cooperative medical participation rate reached to 97.1%. The prevention and cure of Endemic Fluorosis was completed one year ahead of the schedule, the substantial decline in the incidence of infectious diseases. The protection level for food and drug safety was further improved. The natural population growth rate dropped to 5.95‰. Democracy and legal system and spiritual civilization are constantly strengthened. The cause of national unity and progress made new progress. New achievement were reached on defense, special care and Double Support, weather, religion, foreign affairs and overseas Chinese affairs, Taiwan, files, counselors and other work.

(6) The implementation of ten livelihood projects, and to improve people's living standards.

109 thousand public service positions were developed, 110 thousand unemployed workers find new jobs, and 50 thousand people who have difficulty finding jobs got their employment. Three counties, 66 townships were out of the poverty list. The basic pension for urban workers, urban health care, unemployment, work injury and maternity insurance coverage was expanded, the urban low and rural minimum security standards were increased by 19.8% and 14%, the basic pension for enterprise retirees monthly per capita increased by 180 Yuan. The new agricultural insurance pilot counties rose to 77. We set up the policy for seasonal food-deficit households' food assistance system of the rural subsistence allowances; we granted the relief rations for the minimum target of food shortages and lack of self-help, mutual aid capacity of the affected people in financial difficulties. We standardized the minimum living security and unemployment insurance, and we issued 88.9 million Yuan of temporary price subsidies to special groups of urban and rural low object. 180 new and transformed of township homes for the elderly were built. The completion of 4.03 million constructions for rural renovation of dilapidated buildings, 2.396 million new construction of affordable housing in towns and urban shantytowns, the new low-rent housing rental subsidies reached to 46.1 thousand people. We increased price regulation and supervision. We held extensive activities to build peace, strengthen social security prevention and control system, to further enhance the people's sense of security and satisfaction. We attached great importance to people's letters and visits, and we achieved remarkable results. Production safety accidents and deaths decreased by 13.4% and 14.8%.

(7) To effectively make good use of development policy, to strive for greater support from the central government

"Ecological construction of water conservancy in Guizhou Province and rocky desertification control planning" was approved by the central government and the implementation of "Central Guizhou Economic Zone Development Plan" was up to the national level, Guizhou Province was listed as a new round of poverty alleviation and development focus provinces, on January 12, 2012, the State Council came on a number of opinions on "further promotion of the Guizhou sound and rapid economic development". The central government transferred 79.39 billion Yuan on the general financial support and 62.02 billion Yuan on special financial support, which increased 42.5% and 51.1% respectively. 103 major projects in Guizhou were approved by the central government, an increase of 30 over the previous year. Guizhou province actively deepens the reform, makes great efforts to enhance the vitality of the internal development. The reformation of state-owned enterprises, joint-stock and enterprise restructuring were speeded up. The reform on personnel system and income distribution system continued to deepen. Guizhou Radio and Television Group, and other cultural industry companies were formed. Medical and health system reform has made new progress.

In 2011, we suffered a severe drought and other natural disasters and inflation control, Guizhou has been achieved a hard-won situation, however, it fully proved that the leadership and instructions from the Central government are actual completely correct. It fully proved that the synonymous with poverty and backwardness are no more for Guizhou, if we dare to break the traditional mindset, focus on the development, strength development; it is fully capable to come from behind. The cadres and the masses of all ethnic groups in Guizhou have the ability to cope with various difficulties and challenges for further development. Guizhou must cherish this opportunity and catch up with the good momentum, and seek common development of a good situation, cherish the innovation, and constantly open economic and social development of a new situation.
