China's flood control authority on Monday sent three emergency teams to Hainan, Guangdong and Guangxi to implement increased preventative measures against typhoon disasters after announcing a level IV emergency response to Typhoon Nalgae.

The authority said strong winds and heavy rain had caused severe damage on some water projects in the above regions and consumed large quantities of flood control materials as Nalgae is the third typhoon affecting these regions in ten days.

In addition, it will be more difficult to organize disaster prevention work as tourists are flocking to the southern coastal areas to spend the week-long National Day Holiday, said Liu Ning, secretary general of the State Flood Control and Drought Relief Headquarters, at a video conference.

The flood control authority requires local governments in relevant areas to closely monitor the typhoons and issue early warnings to the public in a timely manner.

Nalgae, downgraded from a strong typhoon Sunday afternoon, was located about 490 km east of Sanya in the island province at 8 a.m. Monday and was moving northwest at a speed of 15 km per hour, packing winds of up to 108 km per hour in its eye. More than 28,000 fishing boats have been called back to harbor in Hainan province, local authorities said Monday.

It is expected to make land in south Hainan or brush past the southern part of Hainan Tuesday, according to local meteorological center.

Strong winds will hit the sea areas of Hainan in the coming three days and the meteorological station issued a yellow typhoon alert early Monday.
