1.3 Remarkable achievements in transport safety capacity-building with the safety monitoring capability further improved and emergency response system initially formed

During the eleventh five-year plan period, the transport sector has effectively responded to and dealt with a number of severe and accidental disasters, including the heavy snow storm in South China, the devastating earthquakes in Wenchuan and Yushu counties, the massive landslide and flooding in Zhouqu county as well as typhoons and heavy snows. Efficient transport support was also provided to ensure the success of several important events, including Beijing Olympic Games 2008, Shanghai Expo 2010 and Guangzhou Asian (Para) Games 2010. Despite of extremely severe weather conditions, the transport sector has continuously worked at the front-line during the disaster relief efforts, repairing and maintaining road "life lines", and has provided reliable transport support to ensure the safety of people's lives and properties in disaster-hit regions.

Further improvement has also been made with respect to water transport safety monitoring and emergency response capabilities. The vessel tracking and monitoring system, and the sea, land and air joint safety monitoring and search and rescue emergency response system have been set up, the security system of the coastal ports has been further improved and ship-port dynamic security prevention and control capabilities have been considerably enhanced. During the eleventh five-year plan period, over 400 patrol and search and rescue vessels, 12 helicopters and 58 base stations have been put into use by China maritime safety administrations and search and rescue administrations, 15 ship oil spill emergency equipment warehouses have been set up along the coast and the Yangtze River. The overall safety situation of water transport has been kept stable, the number of safety incidents and accidents, and the death toll and number of missing people in the event of accidents have decreased by 39.8% and 32.4% respectively over the tenth five-year plan period. There was no such serious accident causing more than 30 people losing lives or missing. More than 100,000 people in distress have been successfully rescued over the last five years and 96.2% of these operations were successful. In addition, the rescue safeguard was successfully rendered to "Shenzhou Spaceship", and the salvage operation was successfully conducted to the wreck of "Nanhai 1" ship sunk in Southern Song dynasty. Effective measures were also taken to successfully deal with the most severe land-based marine oil pollution incident ever since 1949 as a consequence of the fire dated 16 July 2010 in Dalian.

Notable achievements have been made in respect of disaster prevention and response for national trunk highways, repair and renovation of dangerous bridges as well as security and protection projects. A highway network management and emergency response center has been initially established by the Ministry of Transport.

Civil aviation sector has made a new record of 21.5 million consecutive hours of safe flight which marks the longest safety period in China's civil aviation history. The major accident rate per million flight hours is 0.05, decreasing 74% over the tenth five-year plan period.

Efforts have been made to improve post safety monitoring system to ensure postal services and information security.
