Beijing to unveil consumption-boosting action plan

Beijing will soon unveil an action plan designed to significantly boost consumption. The plan will encompass nearly 30 distinct measures, strategically targeting enhanced consumer confidence, improved quality of goods and services, and the promotion of consumption upgrades, according to the Beijing Municipal Commerce Bureau.

The upcoming initiative will place a strong emphasis on elevating consumer experiences across a diverse range of service sectors, such as entertainment, tourism, sports, health and wellness, and home services. Efforts will include advancing major projects in the arts, concerts, and museums, as well as developing a high-quality event system for e-sports and winter sports. Additionally, Beijing plans to expand online education and health care services to meet diverse consumer needs.

To boost the quality of digital experiences, Beijing plans to establish new standards for online consumption. Internet platform companies will be encouraged to use cutting-edge technology to create immersive digital experiences at shopping malls, tourist spots and cultural venues.

The city also plans to deepen the integration of culture, commerce, tourism, sports and exhibitions. Efforts will be made to protect time-honored brands and preserve intangible cultural heritage while fast-tracking digital transformation. Beijing aims to further integrate tourism with other industries and revive underused venues and former industrial sites.

To stimulate the market, the action plan outlines measures to cut costs and expand market access. This includes implementing a trade-in policy to boost investment in fixed assets, increased city government support for approved consumer promotions, and backing for major high-end retail projects.

The plan also highlights a dual strategy of "bringing in" and "going out." Beijing will leverage its "two zones" policy to boost internationalization in sectors such as health care and education. It will also utilize its global service partnership mechanism and the official web portal for the People's Government of Beijing Municipality to promote major cultural events and sports competitions.
