Beijing marks reform success, highlights 30 business cases

Beijing has selected 30 standout business cases from 481 submissions, highlighting the city's innovative measures that have improved the business environment and government services. 

These 30 cases represent reforms in various areas such as government services, legal frameworks, investment, market environment, digital infrastructure, and regional collaboration, setting new benchmarks for top-tier government services in Beijing.

Among the top 10 innovative cases, one standout was China's first approved cross-border data transfer for a foreign pharmaceutical company. In February 2024, Bayer secured approval for drug safety monitoring and clinical trial data transfers, paving the way for compliant medical data exports. Building on this, Beijing launched a green cannel to simplify data transfers for foreign-invested companies. By last November, 117 companies across five industries had benefited from smoother cross-border operations.

The top 10 practical cases focus on practical solutions that improved the business environment. To tackle wage arrears in the security industry, Beijing's Xicheng district introduced a monitoring and response system, using payroll data analysis and real-time alerts. This initiative helped recover unpaid wages for 284 security guards, totaling over 400,000 yuan ($55,164).

The top 10 service cases address everyday challenges for businesses and residents. Foreign visitors can now use international bank cards across the entire metro system of the Chinese capital, making Beijing the only city in the Chinese mainland offering such convenience. Additionally, a new credit report system has replaced 42 different supporting documents, cutting red tapes and making administrative processes faster and easier for businesses.

The reforms have delivered efficient, accessible, and high-quality services, making it easier for businesses and residents to operate and live in Beijing, said an official from the Beijing Municipal Development and Reform Commission. 

The city plans to expand and replicate these successful measures, further optimize the business environment, and reinforce Beijing's leadership in government service innovation.
