Dr. Dong Zhong, Han ethnicity, born in 1968, serves now as Deputy Secretary-general and Director of Policy Studies Office of the Communist Party Committee of the Xinjiang Uygur Autonomous Region. Dong has long been engaged in policy studies on issues related to agriculture and rural areas. He successively worked in Legislative Affairs Office of State Council, Southern Security Company, Policy Studies Office of Shanxi Provincial Party Committee, Rural Area Department of State Council Policy Studies Office in China.

Abstract

Geographically and culturally adjacent to each other, China's Xinjiang and the five countries in Central Asia also have similar agricultural situations. Xinjiang has advantages in terms of technology and funds. The five countries in Central Asia have advantages with regards to land and water resources. So, the agriculture of Xinjiang and the neighboring countries can complement each other and create great potential for cooperation as well as lay a good basis for cooperation. Under the background of co-constructing the Silk Road Economic Belt, the six countries should first cooperate in the field of agriculture by deepening cooperation in trade, agricultural investment and technology and improving legal frameworks and performance mechanisms of agricultural cooperation. They should also promote the further openness of market, reduce preconditions of products' entry into neighbor countries, deepen cooperation in fields of agricultural education and research, and distribute funds for agricultural cooperation of Central Asian countries to achieve win-win benefits.
