Ethnic Han, native of Suzhou, Jiangsu Province, born in July 1947. Joined the Communist Party of China (CPC) in June 1971 and began working in August 1968. Graduated from the Shanghai Mechanical Engineering Institute, majored in engineering system, with on-the-job postgraduate education, Master of Engineering, senior economist.
