The three documents are the Temporary Provisions on the Tenure of Leading Officials, the Regulations on the Transfer of Leading Officials and the Temporary Provisions on the Avoidance of Leading Officials.

The Organization Department of the CPC Central Committee is responsible for explaining the documents.

The General Office ordered local authorities and departments concerned to seriously implement the decrees while giving consideration to local realities.?
