The Second Plenary Session of the 10th National People's
Congress is scheduled to open in Beijing on March 5. The draft
amendments to the Constitution will be reviewed and deliberated at
this meeting. This, together with the other draft laws and
revisions to be reviewed and discussed, is drawing widespread
public attention.
At the First Plenary Session of the 10th Nation People's
Congress in March 2003, Chairman of the NPC Standing Committee Wu
Bangguo set the legislative goal of the NPC and its Standing
Committee for the next five years: to build a socialist legal
system with Chinese characteristics. He stressed that improving the
quality of the law would be given priority in the NPC's legislation
work.
