Luohu responds to public concerns and drives innovation for better living

On June 5, Luohu addressed residents' concerns, listen to public voices, and gather insights for future development via a radio program.

Building an international consumption hub

Luohu is accelerating the development of a core international consumption zone, with five themed shopping districts already in progress: Dongmen for fashion, Renmin South for cross-border shopping, Caiwuwei for high-end retail, Shuibei for gold and jewelry, and Sungang for home and cultural goods.

The newly opened Luohu Cloudwalk in Sungang, which features pedestrian pathways, second-level corridors, and rooftop plazas, links 14 commercial complexes and offers new spaces for walking, fitness, and community events. A new elevated walkway is also under construction in Renmin South to improve connectivity between the border port and shopping areas.

Luohu leads the city in both the volume of tax refund claims and the number of eligible tax-free stores. Pilots of “one receipt, one bag” tax refund services at malls like MixC and King Glory Plaza are fueling cross-border shopping. To make the experience smoother, the district is working to expand transportation links between border checkpoints and shopping centers, with autonomous minibuses expected to launch later this year.

Emerging retail sectors—like first-store economy, digital and green consumption, entertainment, and pet economy—are also on the rise. Major retail hubs such as MixC Food Hall and Yitian Holiday Plaza have opened recently, bringing in a wave of new brands and experiences.

Boosting industry, innovation, and talent support

In March, Luohu introduced a new policy package to attract young entrepreneurs, offering free housing and office space to eligible candidates. The district is also using high-quality startup projects to recruit top talent in key industries. The “Luohu Talent Code” system now provides over 60 services, supporting both professional and personal development.

To support innovation, Luohu is repurposing older spaces like Luohu Commercial City and investing in new industrial clusters. Starting in 2025, the district will focus on larger development zones, offering affordable space to startups and SMEs. A total of 30 themed office towers will provide 1.5 million square meters of workspace, with tailored policies for each building’s focus sector.

Luohu is also becoming a test field for new technologies. The district has outlined 31 AI-focused application scenarios across healthcare, finance, machine vision, voice tech, and wearables. A local language data center is under development to harness the value of data for public services and industrial upgrades.

To ensure sustainable innovation, Luohu has launched 12 industry investment funds totaling 50.4 billion yuan. The district is advancing its "invest-to-improve" model and has created Shenzhen’s first AIC equity fund, aiming to support early-stage, small-scale, and long-term innovation through comprehensive financial services.

Improving daily life through better infrastructure

Addressing transportation concerns, Luohu is pushing ahead with key road projects such as the Chunfeng Tunnel, Shennan East Extension, and Luosha Road expansion. The district plans to open the west extension of Metro Line 5 and Phase II of Line 11 this year, eliminate dead-end roads, and expand parking for cars and bicycles.

In healthcare, Luohu is expanding its network of community health centers with more expert involvement and tailored services to ensure comprehensive care throughout residents' lives. Efforts are also underway to attract and train more grassroots medical professionals.

For the city’s growing AI sector, Luohu offers a complete lifecycle of office space, from startup incubators to industrial parks, with themed towers providing targeted support.

Public space is also a priority. The district is upgrading cultural and sports venues and transforming underused land—like spaces beneath overpasses and small green plots—into compact but high-quality recreational areas. Greenway and park systems are being expanded to bring nature closer to daily life.

This year, Luohu plans to complete the second and third Kunpeng Bridges and begin constructing the ecological Wailing Corridor Bridge to connect eight major parks. Projects also include a 30-km greenway around the Shenzhen Reservoir and renovations of the Children's Park and Talent Park, giving residents more opportunities to see green out the window and walk into a park at their doorstep.
